Bids will be evaluated on a 100-point system: 80 points for price and 20 points for specific goals as per the Preferential Procurement Policy Framework Act (Act No. 5 of 2000) and the 2022 Preferential Procurement Regulations. Bidders must achieve a minimum functionality score of 65% to be evaluated further. Functionality will be assessed on: company relevant experience (30%), key personnel experience (25%), locality of the service provider (15%), method statement (15%), and plant and equipment (15%). B-BBEE status level will be used to allocate preference points. The 80/20 preference point system applies as the estimated value is below R50 million.

The contractor must have a CIDB contractor grading of 3EP/PE or higher. The contractor must provide all necessary plant, equipment, and materials for the execution of the contract. The contractor must comply with all relevant South African standards and regulations for electrical infrastructure. The contractor must provide a method statement detailing the approach to the works. The contractor must have relevant experience in similar projects and key personnel with appropriate qualifications.

Bidders must submit a priced Bill of Quantities. Bidders must provide proof of financial capability to undertake the contract.
