Two-phase evaluation:

Phase One requirements (failure eliminates the bid):

Price score formula: Ps = 80(1 - (Pt - Pmin)/Pmin), where Pt is the price under consideration and Pmin is the lowest acceptable bid price.

Trusts, consortia and joint ventures qualify for Specific Goals points.

The department may decline to award to the highest-scoring bidder on objective and justifiable grounds, including past performance, capacity, contractual commitments and risk assessment.

CIDB: registration in class 4GB or higher (General Building). Proof of registration or CRS number required.

CSD: registration on the National Treasury Central Supplier Database required.

Tax: valid SARS Tax Compliance Status PIN or printed TCS certificate; CSD number acceptable if no PIN. Each party in a joint venture or consortium must submit its own.

Compensation Fund: valid Letter of Good Standing from the Compensation Fund or licensed insurer (COIDA).

State employment: bids from persons in the service of the state, or companies/close corporations with such directors or members, will not be considered.

Tender defaulters: bidders or directors listed on the Register of Tender Defaulters (Prevention and Combating of Corrupt Activities Act) are excluded.

Deviations are only valid if recorded in the Schedule of Deviations.

Within 2 weeks of receiving the completed agreement, the contractor must arrange delivery of securities, bonds, guarantees, proof of insurance and other documentation; failure constitutes repudiation.

The agreement takes effect when the contractor receives a fully completed original copy. Unless the contractor notifies the employer in writing within 5 working days of any reason for non-acceptance, the agreement becomes binding.

• Joint ventures are eligible if every member is CIDB-registered in General Building, the combined grading meets the required designation, and a joint venture agreement is signed.

Acceptance of offers requires:

• Bidder and directors not listed on the Register of Tender Defaulters.
• No abuse of the employer's supply chain management system.
• No failure to perform on previous contracts with written notice.
• Compulsory declarations completed with no conflicts of interest.
• CIDB registration in an appropriate grading.
• Good standing with the Compensation Fund.

Evaluation is in two phases:

• Phase One: compliance and responsiveness. Bidders must meet all mandatory conditions, including priced BoQ, CIDB 4GB or higher, timely submission, Compensation Fund letter, complete returnable schedules, and correctly completed Form C1.1.
• Phase Two: PPPFA evaluation with 80 points for price and 20 points for Specific Goals.
