The eastern cape department of education is establishing a three-year database of prequalified electrical contractors for building and infrastructure electrical engineering works, including emergency procurement, to be appointed as and when required. Contractors must hold an active CIDB grading of 2EB/2EP or higher, be registered on the csd, and provide an electrical trade test certificate and wireman's license. The evaluation is a two-phase process requiring a minimum functionality score of 70 out of 100. The most consequential consideration is that only bidders scoring at least 70 points on functionality, with strong project experience and references, will be admitted to the panel.
CIDB grading: Must hold an active CIDB grading of 2EB/2EP or higher; only one grading may be indicated; suspended or expired status disqualifies the bid.
CSD and tax: Must be registered on the National Treasury Central Supplier Database (CSD number on cover page) and provide a SARS Tax Compliance Status PIN or printed TCS certificate.
Electrical qualifications: Must provide an Electrical Trade Test Certificate and a wireman's license; failure to do so eliminates the bid.
Functionality minimum: Must score at least 70 out of 100 points in Phase 2 functionality evaluation to be considered for the database.
Project experience: Appointment letters and completion certificates for projects completed within the last 3 years, signed, dated, and stamped by the client, and matching the contractor's CIDB grading or higher; otherwise no points are awarded.
Locality: Eastern Cape-based contractors score 20 points; outside Eastern Cape score 0 points; verified through CSD.
Submission: Sealed envelope, original copy only, marked with company name and reference SCMU6-26/27-0008, deposited at the Steve Vukile Tshwete Education Building, Zone 6, Zwelitsha, by 10 November 2026 at 11:00 AM; no briefing session; no joint ventures; correction fluid renders documents non-responsive.
