Three-stage evaluation:

Stage 1B – Other Mandatory Requirements (may be requested within 3 working days; non-submission leads to disqualification): signed closing/submission register; completion of all RFQ documentation and declarations; JV/consortium agreements where applicable; valid B-BBEE certificate (SANAS accredited, DTI/CIPC, or sworn affidavit) – consolidated certificate required for JVs/consortia; copies of directors' ID documents; proof of banking account; company registration certificate (CK1); COIDA Letter of Good Standing; valid SARS PIN; CSD supplier registration.

Stage 2 – Technical/Functionality (minimum 60% per criterion, total 100 points):

1. Company Experience (40%): Diesel generator maintenance projects in last 5 years (08/2021–08/2026) with minimum value R2 000 000. Evidence: appointment letter/purchase order/signed contract plus reference/completion letter (original, stamped, showing company name, contact person, confirmation of completion). One document must indicate contract value. Points: 1 project=8, 2=16, 3=24, 4=32, 5+=40.
2. Key Personnel (30% total, 10% each for three Auto Electricians): Qualified auto-electricians with Red Seal trade test (Section 13/26), engine troubleshooting certificates (mechanical/electronic), diagnostic certificate (ET/EST), generator assembly certificate, high voltage electrical installation. CVs and qualification certificates required. Points per electrician: 1yr=2, 2yr=4, 3yr=6, 4yr=8, 5yr=10.

Mandatory compliance documents:

Contract governed by PRASA General Conditions of Purchase and South African law (non-exclusive jurisdiction of SA courts). Contract duration: 36 months. Price adjustment formula as stated in the order/contract. Payment within 30 days of receipt of correct tax invoice. Delivery on or before date stated in order; late delivery may incur penalties. Supplier must mark consignments, provide packing notes, advice notes, and detailed priced invoices. No payment for containers/packing materials unless stated.
