Eskom evaluates responsive tenders in accordance with the procedure and criteria stated in the Tender Data; the scoring split, preference point system and minimum qualifying score are set out in the Tender Data, not in this document
Responsiveness test: the tender must be properly received, meet the Conditions of Tender, be properly signed, and conform to all terms, conditions and specifications without material deviation
Gatekeepers: failure to meet a stipulated gatekeeper (pre-requisite for evaluation) renders the tender non-responsive
Non-responsive tenders are rejected and cannot be made responsive by correcting or withdrawing the deviation
Two-envelope system: where used, only technical proposals are opened first; financial proposals of tenderers whose technical proposals fail are returned unopened
Arithmetical errors: the amount in words governs over figures; where a bill of quantities applies, the rate governs over the line-item total; an obvious decimal-point error makes the line-item total govern; errors in the total are corrected; the corrected price is communicated and the tenderer may withdraw but not change the price; a tenderer who does not accept the corrected total is rejected

Evaluation stages
Basic compliance check: responsiveness against Invitation to Tender requirements.
Mandatory returnables: tenders missing mandatory documents at closing are disqualified.
Pre-qualification criteria: must be met if stipulated; criteria are not measured twice across phases.
Functionality: if applicable, scored against criteria with a minimum threshold stated in the Tender Data; bidders must meet the threshold to proceed.
Financial analysis: Eskom assesses financial risk; mitigating factors may be required; high risk without mitigation leads to non-award.
Price evaluation: evaluated per Tender Data, considering factors such as CPA, FOREX, commodity exposure, unconditional discounts, technical adjustment, PV and forecasted invoicing rates.
B-BBEE scoring: level as per CSD report or certificate/affidavit; if pre-qualification, proof must be submitted at closing or disqualification; if not pre-qualification, missing/expired/fraudulent proof scores zero PPPFA points but does not disqualify.
Specific Goals scoring: supporting documentation required; failure to meet goals or submit proof scores zero points within the 80/20 or 90/10 allocation but does not disqualify.
Ranking: price score plus specific goals score, ranked highest to lowest per PPPFA.
Preference point system
80/20 or 90/10 price and preference point system applies.
Objective criteria may be applied under PPPFA section 2(1)(f) only if stipulated; functionality and B-BBEE scorecard elements may not be used as objective criteria.
Arithmetic errors
Amount in words prevails over figures.
Eskom checks highest-ranked tenders for decimal point errors, pricing schedule omissions, multiplication and addition errors, and exchange rate errors.
Tenderer may confirm tendered prices or accept corrections; refusal to accept corrections leads to rejection.
Reverse e-auction
May be used; if so, tenderers submit a complete tender without prices; any prices included will not be considered.

Eskom's eTendering portal is the electronic channel through which suppliers lodge bids for tenders advertised on the Tender Bulletin, replacing lodgement at Eskom tender offices.
Access points
Tender Bulletin: https://tenderbulletin.eskom.co.za — public listing of Eskom tenders, with a link through to the submission portal.
eTendering portal: https://eTendering.eskom.co.za — tender information and document upload.
Registration
A CSD number is a precondition for portal access.
Registration requires a contact number in +27 format and completion of the anti-robot check.
The email address must be verified before first login.
Each login is authenticated by a one-time PIN sent to the registered cell phone and email address.
Closed tenders
Certain tenders are not advertised on the Tender Bulletin; selected suppliers receive an emailed link to bid privately.

Evaluation Criteria
Source: Eskom - Standard Conditions of Tender - final.pdf (TENDER)
Evaluation stages
Basic compliance: responsiveness check against the Invitation to Tender requirements; non-compliant tenders are rejected.
Mandatory returnables: tenders missing mandatory documents or information at closing are disqualified.
Pre-qualification criteria: applied where stipulated; Eskom will not measure the same criterion twice across phases.
Functionality: scored against the stated criteria; bidders must meet the minimum threshold in the Tender Data to proceed.
Financial analysis: Eskom assesses financial risk; if suitable mitigating factors are absent, insufficient, or rejected by the bidder, the bidder is not considered for award.
Price evaluation: factors such as CPA, FOREX, commodity exposure, unconditional discounts, technical adjustment, PV and forecasted invoicing rates are taken into account.
B-BBEE scoring: level as stated on the CSD report or certificate/affidavit; if B-BBEE is a pre-qualification criterion, proof must be submitted at closing or the tender is disqualified.
Specific Goals scoring: points awarded against supporting documentation; failure to meet goals or submit proof scores zero for Specific Goals but does not disqualify an otherwise acceptable tender.
Ranking: price score plus Specific Goals score, ranked highest to lowest under the PPPFA 80/20 or 90/10 system.
Preference point system
80/20 or 90/10 as indicated in the Invitation to Tender.
B-BBEE: if no valid certificate/affidavit is provided, or it is fraudulent or expired, the tender is not disqualified but scores zero under PPPFA point allocation (unless B-BBEE is a pre-qualification criterion, in which case the tender is disqualified).
Objective criteria
Eskom may award to a bidder that did not score the highest points only under section 2(1)(f) of the PPPFA, and only if the objective criteria are stipulated in the Invitation to Tender.
Functionality and any element of the B-BBEE scorecard may not be used as objective criteria.
Reverse e-auction
May be used; if so, it will be indicated in the Invitation to Tender and bidders must submit a complete tender without prices. Prices included will not be considered.
Arithmetical errors
Amount in words prevails over figures.
Eskom checks the highest-ranked tenders for decimal point errors, omissions in pricing schedules or bills of quantities, multiplication errors, addition errors, and incorrect exchange rates.
The bidder must confirm or accept corrected prices; refusal leads to rejection.
Technical Specifications

Standardised specifications: bidders must obtain and familiarise themselves with the latest revisions of any standardised specifications incorporated by reference.
Site visit / clarification meeting: attendance is compulsory where the Tender Data says so; failure results in disqualification.
Eskom's rights: Eskom may accept or reject any variation, deviation or alternative tender, accept the whole or any part of a tender, cancel the tender before contract conclusion with written reasons on request, and enter into mandated negotiations with one or more selected bidders.
Liability: Eskom, its subsidiaries, shareholders, advisors, directors, employees and representatives are not liable for losses, claims or damages arising from participation in the tender or from amendment, termination, suspension or exclusion from the process.
Accuracy disclaimer: Eskom does not warrant the accuracy or completeness of information in the tender documents and disclaims liability for it.
Contract preparation: Eskom revises the contract documents to reflect addenda, returnables, negotiated changes and other agreed revisions; authorised signatories of both parties sign the original and one copy of the Form of Agreement.
Acceptance: Eskom notifies the successful bidder before validity expires and informs successful and unsuccessful bidders only after approval by the Eskom Adjudication Authority; for open tenders the notification is published on the Eskom Tender Bulletin and NT e-Tender Portal.

Functionality: where applied, bidders are scored against the functionality criteria and must meet the minimum threshold in the Tender Data to proceed.
Financial analysis: Eskom assesses financial risk; if mitigating factors are absent, insufficient, or not agreed, the bidder is not considered for award.
Price evaluation: factors such as CPA, FOREX, commodity exposure, unconditional discounts, technical adjustment, PV and forecasted invoicing rates are taken into account.
B-BBEE: scored from the CSD report or certificate/affidavit; if a pre-qualification criterion, proof is required at closing or the tender is disqualified; otherwise missing, fraudulent or expired proof scores zero PPPFA points without disqualification.
Specific Goals: scored against supporting documentation; failure to meet goals or submit proof scores zero points but does not disqualify an otherwise acceptable tender.
Ranking: price score plus Specific Goals score, ranked highest to lowest under the PPPFA 80/20 or 90/10 system.
Objective criteria: a contract may be awarded to a bidder that did not score the highest points only under section 2(1)(f) of the PPPFA, and only if the objective criteria are stipulated in the Invitation to Tender; functionality and B-BBEE scorecard elements may not be used.
Reverse e-auction: may be used; if so, bidders must submit a complete tender without prices, and any prices included will not be considered.
