Evaluation is in four stages: responsiveness (administrative requirements), mandatory requirements, technical/functionality, and price with specific goals.

Stage 1: Administrative compliance with all returnable documents listed in the RFQ.

Stage 2: Mandatory requirements: valid accreditation by a relevant SETA, QCTO and/or Quality Council, and SBD 4 must be submitted. Failure results in a null and void bid.

Stage 3: Functionality scored out of 100; minimum 70 required to proceed. Breakdown: company experience (max 30: at least 5 signed reference letters = 30, 3-4 = 20, 1-2 = 10, none = 0); key personnel experience (max 30: 5+ years = 30, 3-4 = 20, 1-2 = 10, 0 = 0); key personnel qualifications (max 30: degree plus SETA accreditation = 30, national diploma = 20, certificate = 10, none = 0); project implementation plan (max 10: excellent = 10, good = 7, fair = 5, poor = 2, very poor = 0). Bids scoring under 70 in any criterion are eliminated.

Stage 4: Price and specific goals under the 80/20 system: price max 80 points; specific goals max 20 points. Specific goals: 51%+ black ownership = 4 points; 51%+ women ownership = 6 points; 51%+ youth ownership = 4 points; 51%+ disability ownership = 6 points. Bidders must submit proof to claim these points.

Scope: Provide accredited first aid training to 400 learners over the 2026/27 financial year.

Three courses: Basic Emergency First Aid Responder (100 learners, 4 days), Intermediate First Aid (150 learners, 7 days), Advanced Emergency First Aid Responder (150 learners, 8 days).

Quoted price must include: training materials for theoretical training and simulation (all Knowledge and Workplace Modules); QCTO/SETA-approved training facility; lunch and refreshments for all training; Final Integrated Supervised Assessment (FISA); issuing of Learner Statement of Results certification by QCTO; learner logbooks.

Provider must sign an SLA with TASEZ templates covering implementation plan, POPI Act undertaking, cash flow, reporting schedule.

Reporting duties: financial and performance reports, training registers, photographs of sessions, and close-out report, using TASEZ templates.

MOUs with approved workplaces for learner placement where applicable; facilitate QCTO approval of FISA instruments and learner results; procure learner certificates from QCTO and regulatory bodies.

Training to take place throughout the financial year at the premises of the awarded service provider.

Bidders must submit a draft Project Execution Methodology for this scope, covering the implementation plan, learner attendance management, and reporting methods to TASEZ. The plan is scored up to 10 points (Excellent 10, Good 7, Fair 5, Poor 2, Very Poor 0).

Company experience: provide at least five signed contactable reference letters on letterhead from clients in the past 5 years, showing company name, contact details, contract value, services description and satisfaction level. 5 letters = 30 points, 3-4 = 20, 1-2 = 10, none = 0. Completion certificates/award letters are not accepted. Key personnel: attach CVs of facilitator/moderator/assessor with at least 3 years experience; 5+ years = 30, 3-4 = 20, 1-2 = 10, 0 = 0. Certify copies of qualifications: degree in relevant field plus SETA accreditation = 30, national diploma = 20, certificate = 10, none = 0.

The provider must use a QCTO/SETA-approved training facility, deliver all Knowledge and Workplace Modules, conduct Final Integrated Supervised Assessments, issue QCTO learner statements of results and certificates, maintain learner logbooks, and report per TASEZ templates including financial, performance and close-out reporting with photographic evidence.

Complete the Pricing Schedules for the three first aid courses. Schedule A: Basic (100 learners, 4 days) with unit rates for catering, training materials, training delivery including facility, and statement of results/certification. Schedule B: Intermediate (150 learners, 7 days). Schedule C: Advanced (150 learners, 8 days). Add 15% VAT and carry totals to the Summary Pricing Schedule. The pricing table must be fully completed; the training will take place at the awarded service provider's premises.

Bid price must be a once-off offer, in the provided pricing schedules.

Complete each schedule: Basic (100 learners/4 days), Intermediate (150/7), Advanced (150/8). Each includes catering (1 starch, 1 protein, 2 vegetables, 1 soft drink), training materials, training delivery/facilitation/simulation and facility, and statement of results/certification.

Show amounts excluding VAT, VAT at 15%, and total including VAT; carry totals forward to the summary schedule.

The pricing table must be completed in full for the bid to be accepted.
