Submission Guidance:

• Submission Method: Tenders must be submitted in a sealed envelope clearly marked: "TENDER 35/2026: PANEL OF CONTRACTORS ON “AS AND WHEN” REQUIRED BASIS FOR A PERIOD OF THREE (03) YEARS (GRADE 3 – 9)".
• Delivery Location: Deposit in the tender box at JB Marks Local Municipality, Supply Chain Management Unit, Wolmarans Street, Potchefstroom.
• Prohibited Methods: No tenders will be accepted via facsimile, email, or post.
• Deadline: Tenders must be submitted no later than 12:00 AM on the closing date. Tenders will be opened immediately thereafter in public at the JB Marks Local Municipality.
• Disqualification Risk: Late submissions will not be accepted.

Tender documents can be obtained from Office 104, First Floor, Municipal Building, Dan Tloome Complex, during office hours (Mon-Fri, 08:00 - 16:30). A non-refundable fee of R 3 000.00 is required, payable to the Revenue Section.

Eligible applicants must: (1) Hold an active CIDB contractor grading designation between Grade 3 and Grade 9 (inclusive); (2) Be registered on the Central Supplier Database (CSD); (3) Possess a valid Tax Clearance Certificate; (4) Be capable of providing certified copies of identity documents for all directors/owners; (5) Be willing and able to provide construction services on an 'as and when' required basis over a three-year period; (6) Comply with the Preferential Procurement Policy Framework Act (Act 5 of 2000) and its 2022 Regulations, as well as the JB Marks Local Municipality Supply Chain Management Policy. Note: No local content requirement applies to this tender.

Scope of Work:

• Service Type: Establishment of a panel of contractors on an "as and when required" basis.
• Duration: Three (03) years.
• Required Grading: Contractors must hold a valid CIDB grading between Grade 3 and Grade 9.

Financial Requirements:

• Pricing: All prices must include VAT.
• Tender Document Fee: A non-refundable fee of R 3 000.00 is payable to the JB Marks Local Municipality, Revenue Section.

Compliance Requirements:

• CSD Registration: Service providers must be registered on the Central Supplier Database (CSD) at https://secure.csd.gov.za.
• Tax Compliance: A valid Tax Clearance Certificate must be submitted.
• Identity Documents: Certified copies of identity documents for all directors and owners must be provided.

Evaluation includes local content requirements in accordance with the Preferential Procurement Regulations, 2022.
