Submission is electronic only via the Transnet Digital Procurement System (TDPS) at https://transnetetenders.azurewebsites.net. Bidders must register or sign in, log an intent to bid, and upload documents against the tender. Uploads are limited to 30 MB per file; multiple uploads are allowed. Bidders are strongly advised to submit at least a day before closing to avoid technical issues; Transnet accepts no liability for late submissions due to bidder technical problems. Late tenders will not be accepted. Each company must submit through its own registered profile; submitting through another company's profile disqualifies the bid. Joint ventures may submit through any member's profile. Telephonic, telegraphic, facsimile, or emailed offers are not accepted. All pricing must be completed. The tender must be in English. No alternative offers will be considered. Returnable documents must include the Certificate of Attendance (T2.2-1) signed by the Employer's Representative, the completed evaluation schedules (T2.2-2, T2.2-3, T2.2-4), and all other listed returnable schedules (T2.2-5 through T2.2-23), the Form of Offer and Acceptance (C1.1), Contract Data (C1.2), and the Bill of Quantities (C2.2).

Evaluation is in three stages: eligibility, functionality, then price and preference. Stage One – Eligibility: attendance at the compulsory clarification meeting (Certificate of Attendance T2.2-1 signed by the Employer's Representative) and CIDB registration with a grading of 2 EP or higher (or capable of being so prior to evaluation). Joint ventures must have every member CIDB-registered and a combined grading of 2 EP or higher, plus a certified copy of the signed JV agreement. Failure to meet eligibility criteria renders the tender unacceptable. Stage Two – Functionality: minimum qualifying score is 70 out of 100. Functionality is scored by at least three evaluators, each criterion scored 0, 20, 40, 60, 80 or 100, then averaged and weighted. Criteria: T2.2-2 Capacity and Ability to meet Project Schedule (40 points) – scored on proposed project duration: ≤4 weeks = 100, >4 to ≤5 weeks = 80, >5 to ≤6 weeks = 60, >6 to ≤7 weeks = 40, >7 weeks = 20, no schedule = 0. T2.2-3 Previous experience in transformer refurbishment (40 points) – scored on number of proofs (award letters, purchase orders, or completion letters) for projects related to supply, installation and commissioning of auxiliary transformers 50 kVA to 800 kVA: 5 or more = 100, 4 = 80, 3 = 60, 2 = 40, 1 = 20, none = 0. T2.2-4 Management & CVs of Key Personnel (20 points) – scored on qualifications and ECSA registration of key personnel: all CVs with specified certificates = 100, lower levels score progressively less. Stage Three – Price and Preference: only tenders passing functionality are evaluated under the 80/20 preference point system (for tenders valued at or below R50 million inclusive of VAT). Price scores up to 80 points; preference points up to 20. Specific goals: B-BBEE Level 1 or 2 contributor = 10 points; at least 30% Black Women Owned Entities = 10 points; non-compliant or B-BBEE Level 3-8 = 0 points. Evidence for preference claims must be submitted (B-BBEE certificate, sworn affidavit, or CIPC certificate; for JVs a consolidated scorecard is accepted). Transnet may audit scorecard components at any stage. The highest overall scorer may be awarded unless objective criteria justify otherwise, including due diligence outcomes.

Scope: Supply, deliver, and install 4x 50kVA auxiliary transformers at various locations under Ermelo Depot. The works are governed by the NEC3 Engineering and Construction Contract. Bidders must provide a project schedule (on Excel or MS Projects) covering design, manufacture, testing, delivery, installation, and commissioning of the transformers. The schedule must show ability to meet the Employer's requirements and key dates, including start date, access date, planned completion, and completion date, with adequate Time Risk Allowance. Bidders must demonstrate previous experience in supply, installation, and commissioning of auxiliary transformers ranging from 50 kVA to 800 kVA, with evidence such as completion letters, award letters, or purchase orders. Key personnel required: 1x Electrical Test Officer (Trade Test/Diploma/BTech/BSc Electrical) for testing and commissioning, 1x Qualified Electrician (trade test certificate), 1x Safety Officer, and 1x Project Manager with professional ECSA registration. Comprehensive CVs must be submitted. Bidders must also complete schedules for availability of equipment and other resources (T2.2-5), health and safety questionnaire (T2.2-6), health and safety cost breakdown (T2.2-7), proposed subcontractors (T2.2-11), site establishment requirements (T2.2-12), and risk elements (T2.2-10).

Pricing must be completed in the Bill of Quantities (C2.2) as per the Pricing Instructions (C2.1). The tender is subject to the 80/20 preference point system, indicating an estimated value at or below R50 million inclusive of VAT. Bidders must submit three years' audited financial statements (T2.2-22). Transnet may request audited financial statements or other documentation for due diligence. Transnet may perform a risk analysis on the preferred tenderer, including unduly high or low tendered rates. No changes to tender rates will be accepted after the closing date. The tender validity period is 12 weeks from closing date; bidders may be asked to extend validity on the same terms. Transnet is not liable for any preparatory costs incurred by bidders.

Eligibility: CIDB registration with grading designation of 2 EP or higher (or capable of being so prior to evaluation). Joint ventures: every member must be CIDB-registered and combined grading must be 2 EP or higher; provide certified copy of signed JV agreement. Mandatory documents to submit with tender: valid Tax Clearance Certificate from SARS and TCS PIN; valid B-BBEE Certificate from a SANAS-accredited verification agency, or sworn affidavit for EMEs/QSEs with 51% or more black ownership; valid CIDB CRS number; proof of registration on the Central Supplier Database (CSD); Letter of Good Standing with the Workmen's Compensation Fund (or separate letters for each JV member). Bidders must not be listed on the Register of Tender Defaulters (Prevention and Combating of Corrupt Activities Act) or on Transnet's restricted list. Bidders must complete the Compulsory Enterprise Questionnaire (T2.2-13) and declare any breach of law in the past 5 years (T2.2-16). Transnet may exclude bidders convicted of a serious breach of law in the preceding 5 years. Bidders must complete the Non-Disclosure Agreement (T2.2-14), RFQ Declaration Form (T2.2-15), Certificate of Acquaintance with Tender Document (T2.2-17), Works Provider Integrity Pact (T2.2-18), Supplier Code of Conduct (T2.2-19), POPI Act form (T2.2-20), and Insurance provided by the Contractor (T2.2-21). Bidders must also complete the Transnet Vendor Registration Form (T2.2-23).
