Stage One – Eligibility: attendance at the compulsory clarification meeting (Certificate of Attendance T2.2-1 signed by the Employer's Representative) and CIDB registration with a grading of 2 EP or higher (or capable of being so prior to evaluation). Joint ventures must have every member CIDB-registered and a combined grading of 2 EP or higher, plus a certified copy of the signed JV agreement. Failure to meet eligibility criteria renders the tender unacceptable. Stage Two – Functionality: minimum qualifying score is 70 out of 100. Functionality is scored by at least three evaluators, each criterion scored 0, 20, 40, 60, 80 or 100, then averaged and weighted. T2.2-4 Management & CVs of Key Personnel (20 points) – scored on qualifications and ECSA registration of key personnel: all CVs with specified certificates = 100, lower levels score progressively less. Stage Three – Price and Preference: only tenders passing functionality are evaluated under the 80/20 preference point system (for tenders valued at or below R50 million inclusive of VAT). Price scores up to 80 points; preference points up to 20. Specific goals: B-BBEE Level 1 or 2 contributor = 10 points; at least 30% Black Women Owned Entities = 10 points; non-compliant or B-BBEE Level 3-8 = 0 points.
