Eligibility is assessed in two stages. Stage One: an authorised representative must attend the compulsory clarification meeting and have the Certificate of Attendance (T2.2-01) signed by the Employer's representative. Stage Two: the tenderer must be registered with the CIDB (or capable of being so prior to evaluation) in a contractor grading designation of 1CE or higher, or a value determined per Regulation 25(1B) or 25(7A) of the CIDB Regulations. Joint ventures must have all members CIDB-registered and the combined grading designation must meet the same threshold; a certified copy of the signed JV agreement must be provided. Tenderers must not appear on the Register of Tender Defaulters (Prevention and Combating of Corrupt Activities Act, 2004) or on Transnet's or National Treasury's restricted lists. Tenderers must complete the Compulsory Enterprise Questionnaire (T2.2-07) and declare any breaches of law in the past 5 years (T2.2-10). Tenderers must provide a valid Tax Clearance Certificate and TCS PIN, a valid B-BBEE certificate or sworn affidavit, a valid CIDB CRS number, proof of CSD registration, and a Letter of Good Standing with the Workmen's Compensation Fund. Transnet may conduct a due diligence exercise and may exclude tenderers convicted of serious breaches of law (including Competition Act) in the preceding 5 years.

Scoring uses the 80/20 preference point system: Price 80 points; B-BBEE Status Level of Contributor (Level 1 or 2) 10 points; +50% Black Youth Owned Entities 10 points; total maximum 100 points. Only administratively and substantively responsive tenders are evaluated. Bidders claiming preference points must submit acceptable evidence: B-BBEE certificate (SANAS accredited) or sworn affidavit for EME/QSE, and certified ID copies for Black Youth ownership claims. Failure to submit evidence for a specific goal results in zero points for that goal. Transnet reserves the right to audit scorecard components and to conduct a due diligence on the preferred tenderer. Award is normally to the highest scoring tenderer unless objective criteria justify otherwise.

Scope: Construction of a reinforced concrete ramp at Uithoek km 129, under Ladysmith Depot. The contract is an NEC3 Engineering and Construction Contract. The Employer is Transnet SOC Ltd (Reg No 1990/000900/30). Works Information and Site Information form part of the contract. Tenderers must complete the Activity Schedule and provide details of equipment availability (T2.2-05) and site establishment requirements (T2.2-06). Tenderers must attend the compulsory site walk wearing PPE: safety shoes, goggles, long-sleeve shirts, high-visibility vests and hard hats. No PPE, no site access. Breathalyser testing and identity documents required at Transnet premises; firearms prohibited.

Pricing is per the Activity Schedule (Part C2) under the NEC3 contract. The 80/20 preference point system applies (estimated value not exceeding R50 million incl. taxes). Price points are calculated using the formula: Ps = 80(1 - (Pt - Pmin)/Pmin). No bond/guarantee percentage is stated in the tender data. Tenderers must provide a valid Tax Clearance Certificate and TCS PIN. The Employer may request audited financial statements for due diligence. Tender offers must remain valid for 12 weeks; Transnet may request extension. No reimbursement for preparation costs.
