Mandatory (Annexure D) – fail any and the bid is non-responsive: two written references/completion certificates (signed, dated, not older than 60 months, with referee contact details, for similar building construction/renovation work, stating satisfactory performance); SACPCMP registration as project manager; professional indemnity insurance of at least R2 million or letter of intent; portfolio of at least 2 relevant projects.
Evaluation: 80/20 preference point system (price 80, NRF specific goals 20) for bids up to R1 000 000 (VAT inclusive).
Specific goals points (max 20): B-BBEE level – Level 1-3: 8, Level 4-6: 6, Level 7-8: 2; Ownership (51% Black-owned, Black female-owned, Black youth-owned, or owned by People with Disabilities): max 8; Company size – EME or QSE: 4. Claim with valid SANAS-accredited B-BBEE certificate, sworn affidavit (for EMEs/QSEs), or CIPC ownership certificate.
Must be registered on the Central Supplier Database (CSD); provide valid Tax Clearance Certificate or CSD number; banking details must match CSD.
Returnable forms: complete and sign SBD 1, SBD 4, and SBD 6.1, plus all annexures; provide proof of authority to sign.
Pricing: full cost breakdown on company letterhead, VAT inclusive in ZAR, no price changes after PO; professional fees based on value for fee purposes, with all travel and disbursement costs included in the fee (no separate payment for travel).
