Disqualification risks: missing or unsigned returnable documents, incomplete addenda record, failure to declare all current projects, invalid registrations on evaluation/award day.

Evaluation uses the 80/20 preference point system: 80 points for price, 20 points for specific goals.

After price and preference scoring, responsive bidders undergo an arithmetic check and a risk assessment. A bidder must score at least 14 points in the risk assessment to be considered for award.

Risk assessment areas (each rated low/medium/high):

• A: Technical qualifications and competence – key personnel CVs: contract manager with a built environment qualification and at least 5 years' experience in building works; OHS officer registered with SACPCMP; foreman with at least 5 years' experience in school sanitation and building.
• B: Workload and capacity – current projects and their progress.
• C: Reliability – at least three completed projects each valued at least R3,600,000, completed within 10% of the approved contract period in the past three years; at least two must be in the Eastern Cape.
• D: Experience and reputation – at least three contactable references from similar sanitation/building projects completed in the past three years, each valued at least R3,600,000.
• E: Price offered – must be market-related; significantly low prices are high risk.
• F: Construction implementation plan – must cover human resource deployment, materials procurement, plant and equipment, quality control, detailed construction programme, and cash flow projections.

Bidders may be interviewed and asked for rate build-ups or additional information. Poor performance on previous contracts (e.g., completing more than 25% late, negative final accounts) disqualifies a bidder.

Construction of new sanitation facilities at Zinyosini Senior Secondary School, Alfred Nzo West district, Eastern Cape, under the Sanitation 17 programme.

Contract duration: 24 weeks from commencement to practical completion.

Local content and SMME participation: 5% of construction value set aside for local suppliers' material procurement; at least 25% of the work must be subcontracted to local SMMEs. Pricing must cover costs for engaging, attending, supervising SMMEs and profit.

Health and safety specification applies; OHS documentation required (e.g., SHE plan, method statements, fall protection plan).

Pricing must be fixed for the contract duration, in black ink, and include VAT (15%).

Bidders must provide a Form of Guarantee (Part C1.3) and submit pricing data (Part C2) including a Bill of Quantities.

No employer-provided insurance; bidders must arrange their own insurance.

A waiver of lien is required.

Tender offer validity: 12 weeks.

CSD registration: valid on day of evaluation and award; report not older than 30 days.

CIDB grading: 5GB or higher, valid on evaluation and award days.

COIDA/FEM certificate of good standing, valid on evaluation and award days.

SARS tax compliance PIN (SBD 2) – verified online.

B-BBEE: specific goals claimed via SBD 6.1; failure to complete results in zero points for specific goals.

Joint ventures: all partners must meet CIDB JV requirements, have a separate JV bank account, consolidated CSD registration, valid SARS and COIDA for each partner, and a separate VAT registration for the JV.

Bidders must not have more than two current projects under construction, and must not be awarded or considered for two or more projects on current/recent TMT tenders. Only one project award per bidder under Sanitation 17.
