Returnable documents and schedules (Part T2) must be completed in full and signed where required. Key returnables include: CSD registration report (not older than 30 days), CIDB print-out, COIDA/FEM certificate of good standing, completed and current projects declarations, addenda record, enterprise questionnaire, resolution for signatory, SBD 1, SBD 4, SBD 6.1, and the Form of Offer and Acceptance (C1.1). Failure to complete or sign any required form may lead to disqualification.

Only one tender offer per cluster is allowed, either as a single entity or as a joint venture member. Mark the original as 'ORIGINAL' and state the employer's address and bidder's details on the outside. Pricing must be in black ink; erasures and masking fluid are prohibited.

Clarifications must be requested in writing at least three working days before closing. No compulsory briefing is held.

Evaluation uses the 80/20 preference point system: maximum 80 points for price and 20 points for specific goals.

After price and preference scoring, responsive tenders undergo an arithmetic check and a risk assessment. Only bidders scoring at least 14 points in the risk assessment are considered for award.

Risk assessment areas (A–F) cover: technical qualifications and competence, workload and capacity, reliability, experience and reputation, price offered, and construction implementation plan.

Key personnel requirements: contract manager with built environment qualification and 5 years' building experience; OHS officer registered with SACPCMP; foreman with at least 5 years in school sanitation and building works. Key personnel must attend the compulsory kick-off meeting and be available through construction.

Reliability: at least three completed projects, each worth at least R3 600 000, completed within 10% of the approved contract period in the past three years; at least two must be in the Eastern Cape. Three contactable references from similar sanitation/building projects are required.

Price risk: price within 10% above or below market value is acceptable; more than 20% below market value is high risk. Bidders may be asked for rate build-ups.

Construction implementation plan must cover human resource deployment, materials procurement, plant and equipment, quality control, detailed construction programme, and cash flow projections. Plans covering fewer than 4 of these areas are high risk.

Bidders will not be considered if they performed poorly on previous contracts (completed more than 25% late), had a negative final account, failed to sign final account, or were non-responsive on completion lists and defects.

Bidders can only be awarded one project under the Sanitation 17 Programme and must not have more than two current projects under construction or not yet at works completion at evaluation time. Failure to declare all current projects results in disqualification.

Scope: construction of new sanitation facilities at Mfundisweni Senior Secondary School in the Eastern Cape Province under the ECDOE Sanitation 17 Programme. District: Alfred Nzo West. One project at this school.

Contract duration: 24 weeks from commencement to practical completion.

Local content and SMME participation: 5% of construction value set aside for local suppliers' material procurement within the local area. The contractor is required to subcontract at least 25% of the work to local SMMEs, attaching their CSD reports, share certificates and CK documents.

CIDB grading required: 5 GB or higher.

Health and safety specification: the scope includes a health and safety specification, and certificates of compliance as per Part C3.

Pricing must be firm for the contract duration, not subject to adjustment except as provided in the conditions of contract. All pricing in black ink.

Cluster offer is to be quoted VAT inclusive (15%).

Bill of Quantities forms part of the pricing data; bidders may be asked to balance the BOQ during evaluation.

No bid bond amount is stated; but a Form of Guarantee (Part C1.3) is listed as being incorporated into the contract, along with insurances and securities and a waiver of lien.

The employer will not take out any insurance; the bidder must provide their own insurance to safeguard the works and cover public injuries/diseases.

Payment terms are not stated beyond the standard conditions of contract.

CSD registration: Central Supplier Database registration report not older than 30 days; if not registered on the day of evaluation and award, bidder is disqualified. If report is older than 30 days, bidder has 48 hours to provide a current one.

CIDB registration: valid contractor grading designation of 5 GB or higher; registration must be valid on the day of evaluation and award and will be verified online. Fraudulent registrations lead to disqualification and a CIDB complaint.

COIDA/FEM: Certificate of Good Standing with the Workmen's Compensation Commissioner required; verified online.

SARS tax compliance: valid Tax Compliance Status PIN (SBD 2) required; verified online during SCM processes.

B-BBEE: SBD 6.1 Preference Points Claim must be completed; failure to complete results in 0 points for specific goals.

Declaration of Interest: SBD 4 must be completed; failure results in disqualification.

Joint ventures: each member must have CIDB registration; combined grading per CIDB Regulation 25(6) Table 9; consolidated CSD registration, SARS tax pins for both partners, COIDA/FEM for both, separate VAT registration for the JV, separate JV bank account with both parties as signatories. JV agreement must be attached and meet CIDB requirements.

SBD 1 (Invitation to Bid) and Form of Offer and Acceptance (C1.1) must be completed and signed.
