Submission is electronic only, via the Transnet e-Supplier Portal (https://esupplierportal.transnet.net/portal/). Uploads are limited to 30MB per upload; multiple uploads are permitted. Bidders are advised to submit at least a day before closing to avoid technical issues; late submissions are not accepted. Telephonic, telegraphic, facsimile or e-mailed offers are not accepted. Tenders must be in English. Evaluation follows the 80/20 preference point system (applicable where the tender value is R50 million or less, all taxes included). Only administratively and substantively responsive tenders are evaluated. Points: Price 80; B-BBEE Level 1 or 2 contributor 10; at least 30% Black Women Owned Entities 5; at least +50% Black Youth Owned Entities 5; Non-compliant or B-BBEE Level 3-8 contributors 0. Total possible 100. Bidders who do not submit proof for a specific goal score zero for that goal. Transnet may verify any information and may conduct a due diligence on the preferred bidder. The award is normally to the highest scoring tenderer, unless objective criteria justify otherwise.

The works comprise the supply, delivery and installation of clear-view fencing at the Krugersdorp Depot. The contract is an NEC3 Engineering and Construction Contract. The scope is defined in the Works Information (Part C3.1) and Site Information (Part C4.1). Bidders must provide a list of equipment and resources (T2.2-03) and identify risk elements and mitigations (T2.2-05).

Pricing must be submitted on the Bill of Quantities (C2.1 Pricing Instructions and C2.2 Bill of Quantities). The contract includes a Form of Guarantee (C1.3). The contractor must provide insurance as per NEC3 clause 83.1, including motor vehicle liability with a minimum indemnity limit of R5,000,000, and insurance for death/injury to employees and loss/damage to own property. All costs for risks and insurance are deemed included in the tendered prices. Transnet may request audited financial statements for due diligence. The tender value is estimated not to exceed R50 million (all taxes included).

Eligibility: CIDB registration in class 3SQ or higher (or capable of being so prior to evaluation); for joint ventures, each member must be CIDB-registered, the lead partner at least one level below the required class, and the combined grading equal to or higher than 3SQ; a certified copy of the signed JV agreement is required. Mandatory documents: valid SARS Tax Clearance Certificate and TCS PIN; valid B-BBEE Certificate from a SANAS-accredited agency, or sworn affidavit for EMEs/QSEs with 51%+ black ownership; proof of CSD registration; Letter of Good Standing from the Compensation Fund (or separate letters for each JV member); Annex G Compulsory Enterprise Questionnaire (T2.2-07) including SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim). Bidders must not be listed on the Register of Tender Defaulters or Transnet's restricted list. Sub-contracting more than 25% of the contract value to an entity with a lower B-BBEE status is not permitted unless the sub-contractor is an EME with the capability to execute.
