Disqualification risks: missing or unsigned returnable documents, failure to attend compulsory briefing, use of correction fluid on pricing, late submission, incomplete or incorrect forms.

Evaluation follows a two-stage process: first, a functionality (quality) assessment with a maximum of 170 points; second, price and specific goals under the 80/20 preference points system (PPPFA). The lowest acceptable bid scores 80 points for price, and up to 20 points for specific goals (B-BBEE and local economic participation). Bidders must meet all pre-qualification criteria to be considered. The employer reserves the right not to appoint the highest-scoring bidder.

The contract involves the repair of identified leaks and associated defects on the potable water network within Maluti-a-Phofung Local Municipality. Works include leak confirmation, excavation and repair of leaks, replacement of failed pipeline sections, reconnection of house connections, repair or replacement of valves, hydrants, air valves, pressure reducing valves, meter and valve chambers, reservoir or chamber appurtenant repairs, testing, flushing, disinfection, temporary supply arrangements, reinstatement, and recording of repair and asset information. Also includes traffic accommodation, service crossings, protection of existing infrastructure, and restoration of affected areas. No specific quantities or standards are detailed beyond standard specifications.

Pricing must be submitted in South African Rand using the Bill of Quantities (Schedule of Quantities). A performance guarantee of 10% of the Minimum Security Base Amount is required; a letter of intent from an approved insurer or financial institution confirming ability to issue this guarantee must be included with the tender. Bid validity period is 120 days. The employer may request a banker's report within 7 days. Local economic participation: a minimum of 30% of the contract value must be subcontracted to EMEs or QSEs that are at least 51% black-owned.

Mandatory registrations and documents:

• Central Supplier Database (CSD): full CSD report required.
• Tax Compliance: valid Tax Compliance Status PIN from SARS, in good standing.
• B-BBEE: valid certificate from an accredited agency or sworn affidavit.
• CIDB: contractor grading designation of 6CE PE or higher (or potentially emerging enterprise one grade lower with employer support; joint ventures require lead partner with 6CE PE or higher and combined grading meeting the requirement).
• Compensation Commissioner: letter of good standing.
• Municipal rates clearance certificate or lease agreement (not older than 3 months).
• Declaration of Interest (SBD 4) and other SBD forms as listed.
• Annexure 1 and Annexure 2 completed and signed.
• Proof of incorporation, founding statement, partnership agreement, or ID.
• Local content: subcontract at least 30% to qualifying enterprises.
