The western cape department of health and wellness requires the supply and delivery of laundry chemicals and liquid dosing pumps to all its hospitals and institutions for a five-year period. The contract covers ten chemical items with estimated annual quantities, including detergents, alkalis, sanitizers, and acids, delivered to on-premises laundries across the province. Bidders must attend two compulsory site visits, submit product samples, and provide technical support including free dosing equipment and trained technicians.
Bids must be submitted on official signed forms in a sealed envelope marked with the bidder's name, bid number, and closing date, deposited in the bid box at the Main entrance of Department of Health, Supply Chain Management Offices (M9 building), Karl Bremer Hospital, c/o Mike Pienaar Boulevard & Frans Conradie Avenue, Bellville, by 11:00 on 25 September 2026.
Attendance at both compulsory site meetings is mandatory: 17 September 2026 at 10:00 at Lentegeur Central Laundry, Boardroom, and 18 September 2026 at 11:00 at Hermanus Hospital, Laundry. Samples of each item offered must be delivered separately to Tygerberg Laundry, premises of Tygerberg Hospital, Francie van Zijl Drive, Parow, 7505, on or before the closing date and time. Samples must be marked with the bid and item number and the bidder's name and address; bids without samples will not be considered.
A test certificate from a SANS-accredited independent laboratory, not older than 12 months, must be submitted with the bid for each product, confirming the manufacturer's ability to meet specifications. This is compulsory; bids without the certificate will not be considered.
Bidders must be registered on the Central Supplier Database (CSD) at closing, provide a SARS tax PIN or printed TCS certificate, and complete WCBD 6.1 for both 80/20 and 90/10 preference points systems, along with WCBD 4 (Declaration of Interest). A valid B-BBEE certificate or sworn affidavit (for EMEs/QSEs) must accompany the WCBD 6.1.
Bidders must appoint a suitably qualified technician based in Cape Town for the two central laundries and one qualified technician for all other on-premises laundries, with proof of at least 10 years' experience as a laundry technician and a grade 9 certificate, and submit the technician's CV with the bid.
The successful bidder must provide free on-loan dosing equipment for all washing machines, install and maintain it monthly, and provide comprehensive chemical training twice a year per laundry, with training commencing 3 months after award and thereafter every 6 months.
Prices must be net and VAT inclusive, including supply and delivery to the various stores. The bid must remain valid for 120 days from the closing date. The contract will be awarded to one bidder for the full five-year period.
