The department of water and sanitation requires accredited facilitators and assessors to deliver recognition of prior learning (rpl) training and assessment for an estimated 100 water works management practitioners at the infrastructure branch training centre (ibtc) in roodeplaat, pretoria, over 12 months. The work covers five knowledge modules of the water works management practitioner qualification (saqa ID 118808), using ibtc learning materials and assessment instruments, with accommodation, refreshments, transport, assessment and certificate costs built into a firm per-delegate price. Bidders must hold ewseta or qcto accreditation on water and wastewater treatment and must attend the compulsory briefing on 12 november 2026 at 10:00; bids close at 11:00 on 18 november 2026. Evaluation follows the 80/20 preference points system, with 20 points awarded for specific goals.
Compulsory briefing: 12 November 2026 at 10:00 at the IBTC, Roodeplaat Dam Access Road, off Kwa Mhlanga Road (R573), near Pretoria (GPS -25.618439, 28.368786). Non-attendance disqualifies the bid.
Closing and submission: 11:00 on 18 November 2026. A sealed envelope endorsed WTE1028CE with the original bid, cover letter and supporting documents must reach the SCM Office or the bid box at the Construction East Office Building, Mthatha Dam Construction East Offices, Mthatha, 5100. Late, telegram, telex and faxed bids are not accepted.
Accreditation: proof of EWSETA or QCTO accreditation on Water and Wastewater Treatment is a Phase 1 mandatory requirement; a bid without it is disqualified.
Mandatory forms: SBD 1, SBD 3.1 and SBD 4 must be completed, signed and submitted. The SBD 3.1 pricing schedule must be fully priced per delegate for all five modules plus transport and accommodation; an incomplete or unpriced schedule invalidates the bid, and correction fluid or an uninitialled correction also invalidates it.
Evaluation: 80/20 system — 80 points for price and 20 points for specific goals (women 5, people with disabilities 5, youth 35 and below 5, Gauteng location of enterprise 2, B-BBEE level 1 or 2 EME/QSE 3). Ownership points are pro-rated by percentage shareholding, and goals claimed without supporting proof score nothing.
Compliance documents: CSD registration, SARS tax compliance PIN or printed TCS certificate, active CIPC registration, certified B-BBEE certificate or sworn affidavit, Annexures 1 and 2 stamped by a commissioner of oaths, and proof of address. Missing B-BBEE proof, Annexures 1 and 2 or proof of address forfeits the related preference points.
Delivery and pricing: firm all-inclusive prices covering VAT, accommodation, refreshments, transport, assessment and certificate printing, with the offer valid 120 days. Training runs 07:15 to 16:00 Monday to Thursday, starts within 30 days of the official order, and must be completed within 12 months excluding December; penalties apply for late training.
