The evaluation has two stages. Stage 1: Phase 1 — Supply Chain Management Administrative Compliance: (a) the bid must be submitted with the necessary forms as prescribed, (b) the bidder must quote for all items, (c) the bid price must be indicated on the pricing schedule, (d) compliance with registration on the Central Supplier Database and other administrative prerequisites. Stage 2: Preference points — 80/20 system. Price will be scored out of 80 points and specific goals out of 20 points. Maximum total: 100 points. Specific goals: Ownership by Black People — 5 points (requires sworn affidavit, B-BBEE certificate/SWORN affidavit); Ownership by Women — 5 points; Ownership by Youth — 5 points; Ownership by People with Disabilities — 5 points.

Any bid scoring less than 50 points on functionality will be regarded as non-responsive.
