• Evaluation consists of four stages: 1) Mandatory gate‑keeping (attendance at compulsory briefing and signed pricing schedule). 2) Administrative compliance (CSD, MBD forms, preference points, etc.). 3) Technical evaluation (experience, personnel qualifications, methodology) – weighting: Experience 40 %, Personnel 30 %, Methodology 30 %. 4) Price and preference evaluation.
• Minimum qualifying score: 75 points out of 100 in the technical part.
• The contract may be awarded to the highest‑scoring tenderer; Johannesburg Water is not obliged to accept the lowest price.

Scope of work (9‑month contract) – cleaning of Primary Settling Tanks (PSTs) and pump‑station sumps at Northern WWTW:

1. Remove sludge, grit, sand, rags and other debris (mechanical and/or manual).
2. Dewater tanks/sumps and manage return flows in accordance with Johannesburg Water standards.
3. Load, transport and dispose of waste at approved facilities (NEM:WA compliance, waste manifests required).
4. High‑pressure washing and flushing of tank floors, walls, channels and sump interiors.
5. Clean inlet and outlet channels.
6. Provide all plant, equipment, tools, labour and supervision; equipment must be certified and in good condition.
7. Implement safety, environmental and operational controls (confined‑space entry, PPE, spill containment, noise/dust mitigation) and submit approved risk assessments and method statements.
8. Coordinate activities with Johannesburg Water operations to minimise process disruption.

Deliverables: detailed method statement, daily site records/job cards, waste‑disposal documentation, photographic evidence (before/during/after) and a final completion report for each work instruction.

Key plant/equipment required (examples): vacuum trucks, long‑boom excavators or mechanical grabbers, sub‑mersible pumps, high‑pressure water jetters (200‑300 bar), generators, lighting towers, confined‑space entry gear, PPE kits, spill‑containment booms, traffic‑control barriers. Technical data for long boom, skid‑steer, tipper trucks, 110‑ton crane, skip loaders and 6‑inch pump are provided in the tender.
