The tender is for the appointment of a service provider to supply scaffolding, insulation, and painting services at SANPC Refinery and transfer lines to Island View terminal.
Scope includes grit blasting, UHP paint removal, application of paints and coatings, insulation, and the erection, hire, and dismantling of scaffolding.
The contractor must provide all labour, supervision, consumables, materials, equipment, tools, and transport.
Work is measured and paid based on a Schedule of Prices.
The contractor must comply with SANPC Refinery/CEF standards and specifications for all materials and workmanship.

Phase 1: Mandatory Requirements – Non-compliance leads to disqualification. Mandatory items include:

Phase 2: Technical Evaluation – Minimum threshold of 70% to proceed. Criteria include:
Company experience: reference letters for scaffolding, insulation, and painting services to refineries or manufacturing firms (MHI) – 5 letters score 5, 4 letters score 4, 3 letters score 3, 2 letters score 2, 1 letter scores 1, none scores 0 (weight 20%)
Project Lead experience (Scaffolding, Insulation, Painting separately): 8+ years score 5, >5 to <8 years score 4, 5 years score 3, >3 to <5 years score 2, 3 years score 1, <3 years score 0 (each weight 20%)
Project Team experience (Scaffolding, Insulation, Painting separately): 8+ years average combined score 5, >5 to <8 years score 4, 5 years score 3, >3 to <5 years score 2, 3 years score 1, <3 years score 0 (each weight 5%)
Major projects: >R15m/year score 5, >R12m score 4, >R10m score 3, >R8m score 2, >R5m score 1, <R5m score 0 (weight 5%)
Phase 3: Commercial Evaluation – Price and preference points:
80/20 system: Price 80 points, Specific Goals 20 points. Specific goals breakdown: 51%+ black ownership – 10 points, 51%+ women ownership – 5 points, eThekwini Metro – 3 points, KZN borders – 2 points.
90/10 system: Price 90 points, Specific Goals 10 points. Specific goals breakdown: 51%+ black ownership – 5 points, 51%+ women ownership – 3 points, eThekwini Metro – 1 point, KZN borders – 1 point.
Price scoring formula: PS = 80(1 − (Pt−Pmin)/Pmin) or PS = 90(1 − (Pt−Pmin)/Pmin).

Scope of work includes: Grit blasting, UHP paint removal, application of paints and coatings, insulation, and erection, hire, and dismantling of scaffolding for general maintenance and project activities at SANPC Refinery and transfer lines to Island View terminal.
Contractor must supply all labour, supervision, consumables, materials, equipment, instruments, tools, services, and transport.
Work is measured and remunerated based on the Schedule of Prices.
Steel scaffold material must be hot-dip galvanised; estimated minimum 300 tons on site.
Crew ratios: Scaffolding (1:2 – Charge Hand, Fixer, Assistant), Painting (1:3 – Gritblaster, Painter, Pot Operator, Assistant), Insulation (1:3 – Sheetmetal Worker, Sheetmetal Applicator, Assistant).
Defective scaffold materials must be removed from site.
Specialist scaffolding requires design approval by a registered structural engineer.
Safety harnesses mandatory during erection/dismantling; tools must be fitted with lanyards.
Scaffold tags with inspection dates and colour coding required; inspected and signed by competent persons.
Painting must comply with specification Civil Paint 01; insulation must follow specification 102CS02.
All work must be accepted/signed off by SANPC Refinery Engineer or designated representative.
Contractor must have a standby crew for after-hours and weekend emergencies with 4-hour response time.
Work prioritisation: Emergency (E) – immediate, Schedule Breaker (A) – within 24 hours, Routine (B) – within 2 weeks, Routine (C) – 30-90 days.
Contractor must prepare work packs including HSE Action Plan, Method Statement, Quality Plan, RAMS, and other SANPC Refinery requirements.
Quality of workmanship must be verified by appointed persons for painting, blasting, and scaffolding; recorded in workpacks.
Material specifications (paint, solvents, grit, scaffold materials) must meet SANPC Refinery/CEF standards.

Pricing must be based on the Schedule of Prices provided in the tender documents.
Contractor must submit a commercial bid breakdown including manpower, plant & equipment, and scaffold hire costs (as per the pricing schedule).
Payment is tied to job cards signed by the Discipline Supervisor.
Variation orders (VO) require approval before additional work commences.
Contract duration is 3 months with a penalty clause for non-compliance.
Contractor is responsible for all costs related to their proposal; CEF will not reimburse preparatory costs.

Bidders must declare any serious breach of law in the past 5 years (Part 7).
Foreign bidders must provide an authorised representative in South Africa with power of attorney.
Bidders must complete SBD 4 (Bidders Disclosure) and SBD 6.1 (Preference Points Claim Form).

Evaluation is conducted in three phases:
