Scope: Render pauper and indigent burial services for Nkomazi Local Municipality, including after-hours emergency service 24/7 on a dedicated phone number. Service provider must be registered as a mortuary, have a funeral parlour within Nkomazi Local Municipality jurisdiction, hold a valid Certificate of Compliance from the Ehlanzeni District Municipality Health Section, and have a proven record of providing pauper/indigent services for municipalities or government. Contract period: 36 months, with a panel of up to six service providers.

Bidders must provide proof of experience in providing indigent and pauper burial services for municipalities or government. Points awarded: 3+ years=20, 2 years=15, 1 year=10. Required documents: purchase orders (covering at least 3 years), signed appointment letters, and signed reference letters stating years of service. Also required: bank rating letter (not older than 3 months) and Certificate of Competence.

Contract term: 36 months. Successful bidders must sign a written contract (MBD 7) and negotiate a service level agreement. The municipality is not bound to accept the lowest or any tender. Bidders must not transfer or sublet the contract without written consent. All submitted materials become the sole property of the municipality, except confidential financial statements and proprietary information. Bidders must certify independent bid submission. The municipality reserves the right to cancel or suspend the tender process.
