Quotations must be deposited in the tender box at the Municipal Offices, 13 Church Street, Piketberg, before 12:00 on Monday, 24 August 2026. The bid box is accessible 24/7. Envelopes must be sealed and clearly marked with the quotation number and title. Bids addressed to any municipal official in a personal capacity will be disqualified. The municipality is not liable for bids not placed in the tender box by courier companies. Late, incomplete, faxed or emailed quotations will not be accepted; proof of dispatch is not proof of receipt. Quotations must be valid for 120 days after closing. Bidders must submit the complete set of documents as required, including the pricing schedule (MBD 3.2), declaration of interest (MBD 4), B-BBEE claim form (MBD 6.1), contract form (MBD 7), declaration of past SCM practices (MBD 8), certificate of independent bid determination (MBD 9), and certificate for payment of municipal services (MBD 10). Evaluation follows Council's Supply Chain Management Policy under the 80/20 preference point system: 80 points for price, 10 points for specific participation goals (locality), and 10 points for B-BBEE status level. Total 100 points. The bidder scoring the highest points is awarded the contract. Points are calculated after prices are brought to a comparative basis and rounded to 2 decimal places. In the event of equal points, the bidder scoring the highest for specified goals wins. Specific participation goals are allocated as: Bergrivier jurisdiction 10 points, West Coast jurisdiction 5 points, Western Cape Province 3 points, South Africa 2 points (for bids below R50 million). B-BBEE points are awarded per status level: Level 1 = 10 points, Level 2 = 8, Level 3 = 6, Level 4 = 4, Levels 5-8 = 2, Non-compliant = 0. Equipment must be rated for professional/commercial use and meet minimum specifications. Items: A) Compact chainsaw (260/353 or equivalent) – displacement >50 cm3, power >2.40 kW, dry weight ±4.9 kg. B) Medium intensity chainsaw (372xp/382 or equivalent) – displacement >70 cm3, power >3.70 kW, dry weight ±6.5 kg. C) Battery charger – 100-240V, charging current 12A, rated current max 6.5A, 500W power rating, compatible with 36V batteries. D) Petrol pole pruner (HT135 petrol or equivalent) – displacement >36 cm3, power >1.40 kW, telescopic shaft 270 cm extendable to 390 cm. E) Petrol brush cutter – displacement >45 cm3, power >2.1 kW, cutting width >46 cm, must include saw blade, grass blade, trimmer head and harness. F) Petrol leaf blower (BG 86/525 BX or equivalent) – displacement >25 cm3, power >0.8 kW, dry weight ±4.4 kg. G) Battery pole pruner with battery (530iPT5 or equivalent) – 36V, 9Ah capacity, telescopic shaft extendable to 400 cm, battery energy min 320 Wh, battery max weight 2 kg, compatible with 500W charger. All prices include delivery to Piketberg Stores and VAT at 15%. Brochures with machine specifications must be attached for each item. All machines must have local parts availability and a South African dealer footprint (attach proof from manufacturer) and certified service agents in the West Coast or Bergrivier area (attach service agent letter).

Bidders must provide at least three reference letters dated within the last 3 years, with contact details, for similar landscaping products. Without these reference letters the bid will be considered non-responsive. If referees are non-responsive when contacted, the references may be deemed non-responsive. Bidders must prove at least 3 years of experience in manufacturing/distributing the listed products. Bids will only be accepted from companies that primarily manufacture and/or distribute these units; quotes from third-party resellers will not be accepted.

Pricing must be submitted on MBD 3.2 (Pricing Schedule – Firm Prices). Only fixed prices will be accepted; firm and non-firm prices, including those subject to exchange rate variations, will not be considered. Prices must be inclusive of VAT (or exclusive for non-VAT vendors). The total bid price is the sum of subtotals for items A-G and is used for evaluation purposes only. The municipality reserves the right to adjust quantities based on the rates provided. Delivery to Piketberg Stores is included in all prices.

Prices must be fixed and inclusive of VAT (or exclusive for non-VAT vendors). Quotations must be valid for 120 days from closing date. A firm delivery period must be indicated. The municipality reserves the right to adjust the scope of work or quantities to stay within budget. The total bid price is the sum of subtotals for items A-G, used for evaluation purposes only. The municipality may amend, increase or decrease the number of units acquired based on the rates provided. Quotations over R30,000 (VAT included) must be accompanied by the relevant MBD documentation. A non-refundable quotation fee of R70.00 applies for hard copy documents.

CSD registration: Bidders must be registered on the Central Supplier Database (CSD) and provide their CSD number (starting MAAA). No award will be made to a bidder not registered on CSD. Tax compliance: Submit a Tax Compliance Status (TCS) PIN or CSD number; failure may invalidate the bid. B-BBEE: Submit an originally certified B-BBEE certificate or sworn affidavit (for EMEs/QSEs) to score B-BBEE points; failure results in 0 points for B-BBEE. Municipal accounts: Attach recent municipal account of the company and all directors/shareholders (not older than 90 days). If leasing/renting, attach latest valid copy of agreement. If no property registered, submit an affidavit confirming this. State service: No bids will be considered from persons in the service of the state (as defined in MSCM regulations). The contract will be governed by the General Conditions of Contract (GCC) and any Special Conditions of Contract. The successful bidder will be required to sign a written contract form (MBD 7). The contract period runs from date of appointment until 30 June 2027. Bidders must ensure compliance with all relevant legislation throughout the contract. The municipality reserves the right to accept any quotation or part thereof, and is not obliged to accept the lowest or any quotation.
