Appointment of a service provider for the supply and delivery of hardrives and cooling fans at the atns aviation training academy

Bids must be submitted online via the e-Submission (e-Tender) system. Email submissions will not be accepted. The bid must be split into two parcels: Parcel A (Phase 1 Administrative Requirements, Phase 2 Mandatory Requirements) and Parcel B (Phase 3 Pricing Schedule SBD 3.1 and Preference Points Claim Form SBD 6.1). All required forms must be completed, signed, and returned. Late bids will not be considered. Bids must remain valid for 90 days from submission.

Evaluation is in three stages: Stage 1 Administrative Requirements, Stage 2 Mandatory Requirements, Stage 3 Price and Specific Goals. The 80/20 preference point system applies (price 80 points, specific goals 20 points). Price points are calculated using the formula Ps = 80(1 - (Pt - Pmin)/Pmin). Specific goals: 51% Black Owned suppliers (10 points) and 30% Black Woman Owned suppliers (10 points). Bidders must submit proof (CSD report, CIPC documents, shareholder certificates, ID copies) to claim specific goal points. Failure to comply with mandatory requirements results in automatic disqualification.

Supply and delivery of the following items to the ATNS Aviation Training Academy:

• Cooling Fan for ProLiant DL360p Gen 8 HP server, Part No. 697183-002, Model GFM0412SS: 12V DC, hot-swappable, OEM or equivalent.
• Hard drive for ProLiant DL360p Gen 8 HP server, Part No. 518216-002, Model EH014FARWD: enterprise-grade, 2.5-inch form factor, SAS or equivalent interface, OEM or equivalent.

Quantities: 12 hard drives and 12 cooling fans. Bidders must submit a specification sheet or product brochure for each item showing product name/model, dimensions, materials, and colour options.

Pricing must be submitted on SBD 3.1 (Pricing Schedule – Purchases) with all applicable taxes included. The entire pricing schedule must be fully completed (100%); incomplete pricing will be deemed non-responsive. Delivery costs must be included in the bid price. Any budget amount indicated is a guide only; bidders must submit a fair and reasonable costing.

Bidders must be registered on the National Treasury Central Supplier Database (CSD) and submit proof of registration or application. A valid SARS Tax Compliance Status PIN (valid for 60 days from submission) or CSD number is required. Submit CIPC registration documents, shareholder certificates with ID copies of shareholders/directors, and a valid B-BBEE certificate or sworn affidavit (for EMEs/QSEs). Complete and sign SBD 1 (Parts A and B), SBD 4 (Bidder's Disclosure), and acknowledge the General Conditions of Contract. Each party in a JV/consortium must submit separate tax and CSD proof.

ATNS aims to ensure economic, social, and environmental sustainability in its operations.

The successful bidder will enter into a contract with ATNS containing standard terms and conditions, including retention for non-satisfactory completion, breach of contract, confidentiality, and a requirement for adequate professional indemnity insurance. ATNS may cancel or postpone the procurement at any stage before contract signature. ATNS may negotiate with one or more bidders, and is not obliged to accept the lowest or any bid. A contract is only concluded when reduced to writing and signed by both parties. Bidders must notify ATNS immediately if they cannot deliver within the delivery period or at the quoted price. All documentation and deliverables must be handed over to ATNS on termination without right of retention.
