Standby generator hiring, transport, installation and commissioning services – framework agreement (SENTECH)

Submission is a two-envelope system. Envelope One holds the original Technical Proposal with a soft copy (single PDF on USB or similar) and all returnable documents; no financial information may be included. Envelope Two holds the original Financial Proposal (Contract Data and pricing schedule) with one copy and a soft copy. Both sealed envelopes go into one outer envelope marked with the bid reference, closing date and time, bidder name and address, and addressed to the Head of Supply Chain Management. Bids may be submitted electronically via the eTender Portal (30MB file size limit) or by hand to the tender box at Sentech Offices, Octave Road, Radiokop Ext 3, Honeydew, Johannesburg, during working hours (08:30-15:30). Late, telegraphic, telephonic, telex, facsimile or e-mailed bids are not accepted. Bidders must complete and sign all returnable documents, initial every page, and use only the official bid forms (photocopying allowed, retyping not). Combining technical and financial proposals leads to automatic disqualification. The bid remains valid for 90 days. Returnable documents include SBD 1, SBD 4, SBD 5, SBD 6.1, board resolutions, record of addenda, tax clearance, B-BBEE certificate, company registration and profile, and Contract Data. Evaluation follows four stages: administrative responsiveness, technical evaluation (mandatory then functional), risk assessment, and appointment onto the panel. Bidders must meet all mandatory criteria and score at least 50 of 70 functional points. Mandatory criteria include proof of office or site presence in the chosen province, a valid Letter of Good Standing from the Compensation Commissioner, ownership or legal access to diesel generators with a fleet schedule, a qualified Installation Electrician, and a qualified programmer. Functional criteria award up to 15 points for years of experience and up to 20 points for number of relevant contracts. Sentech may appoint one or more suppliers, or none, and may cancel the bid. Scope: appointment of additional service providers into an existing framework agreement for standby generators with control panels, covering hiring, transportation, installation and commissioning on an as-and-when-required basis for three years. Services support Sentech transmitter sites to maintain a 99.8% weighted average service availability; failures can occur at any site, in any province, at any time including weekends and public holidays, so rapid response is essential. The framework does not guarantee minimum volume or value of work. Bidders must specify preferred provinces based on current operational capacity. Bidders must have an operational office or workshop in the selected province, verifiable by Sentech audit. They must own or have legal access to diesel generators and associated equipment, with a fleet schedule listing make, model, serial number, capacity (kVA), ownership status and location. Staff must include a qualified Installation Electrician (DoEL registration or Wireman's Licence) and a programmer with generator controller programming certification. Pricing is submitted in Envelope Two as the Financial Proposal, including Contract Data and pricing schedule or schedule of rates. Price negotiation of all fixed costs occurs in Stage 2 with bidders successful in Stage 1. The framework does not guarantee any minimum volume or value of work.
