Bids must be delivered to the PRASA Tender Drop Off Office, 3 Old Marine Drive, Cape Town, before the closing time. Late bids will not be accepted. Quotations must be in a sealed envelope and addressed to PRASA. Responses must not include documents or references relating to any other quotation. Changes to a submission will not be considered after the closing date and time.

Mandatory returnable documents (failure to submit results in disqualification):

• Price Schedule and price in words (Section 4 / Section 10)
• Letter of Good Standing (COIDA)
• Valid SARS PIN
• CSD registration number or CSD Report
• Completion of ALL RFQ documentation, including all declarations
• Briefing Session Certificate of Attendance (Section 8), signed and submitted, plus reflection on the Compulsory Briefing Session Attendance Register

Disqualification risks:

• Attempting to canvass any SCM Officer or PRASA employee between closing and award
• Submitting pricing in a different format than the provided schedule
• Bidding for training courses the provider is not accredited for

Evaluation is staged:

Stage 1A – Mandatory Requirements (disqualification if not met):

• Price Schedule and price in words (Section 4/10), strictly in the provided format
• Bidders may only bid for training they are accredited for

Stage 1B – Other Mandatory Requirements (may be requested at pre-award; disqualification if not provided within 3 working days):

• Letter of Good Standing (COIDA)

Stage 2 – Price and Specific Goals (80/20 preference point system):

Specific goals (20 points):

• Entities with B-BBEE contributor status of at least level 2: 10 points
• EME 51% Black Owned: 10 points

Price points formula (80/20): Ps = 80 (1 − (Pt − Pmin) / Pmin), where Pt is the price under consideration and Pmin is the lowest acceptable tender price.

If the highest scoring bidder's price is not market-related, PRASA may negotiate with the highest, then second, then third highest scoring bidder; if no agreement, the RFQ is cancelled.

The successful bidder(s) will provide comprehensive ICT training services for employees for the 2026/2027 training period. Training must be instructor-led, either virtually or physically, with official training material, practical lab environments, assessments, certification preparation, attendance registers, learner progress reports, certificates of completion, and post-training support where necessary.

1. AI Prompting Essentials – CompTIA
2. Power BI: Data Analysis – Microsoft
3. Huawei Certified ICT Professional Cloud Computing – Huawei
4. CompTIA Network+ – CompTIA
5. CompTIA Security+ – CompTIA
6. Customer Service Specialist (CSS) – Services SETA
7. Agile Certified Practitioner (PMI-ACP) – PMI
8. Cism – isaca
9. CompTIA PEN test+ – CompTIA

Requirements:

• Bidders must be registered skills development providers (SDPs) with the MICT SETA (or relevant ETQA)
• For courses 1-5 and 7-9, submit a Curriculum Mapping Document showing how course content covers SAQA-aligned unit standards/skills programmes while meeting international vendor exam objectives
• For Course 6, formal assessment against unit standard 114974 and registration on the SAQA National Learner Records Database (NLRD) is mandatory

Contract period: once-off engagement, completed within an agreed schedule after appointment.

The successful bidder must provide experienced and certified facilitators for each course, with relevant qualifications and industry-recognised certifications. Facilitators must be registered as Assessors/Moderators. The provider must demonstrate a national footprint and proven experience delivering similar accredited training programmes. Bidders must attach a minimum of three signed appointment or reference letters confirming successful completion of comparable training programmes.

For courses 1-5 and 7-9, a Curriculum Mapping Document must be submitted demonstrating how course content covers SAQA-aligned unit standards/skills programmes while fulfilling international vendor exam objectives. For Course 6 (Customer Service Specialist), formal assessment against unit standard 114974 and registration on the SAQA National Learner Records Database (NLRD) is mandatory. Training material must be aligned with current industry standards and the latest technological trends.

Bidders must complete the attached Pricing Schedule (Section 10) strictly in the provided format; deviation may render the bid non-responsive. Prices must be quoted in South African Rand, inclusive of all applicable taxes, on a firm basis. Cost breakdown must be indicated, and price escalation basis and formula must be stated. Discounted prices are only considered at the final evaluation stage on an unconditional basis. The schedule lists estimated quantities (days per course) for each of the nine training courses, with a sub-total, VAT at 15%, and total.

Prices must be quoted in South African Rand, inclusive of all applicable taxes, on a fixed price basis. The price offer is firm. Cost breakdown must be indicated. Price escalation basis and formula must be indicated.

Pricing must be submitted strictly on the provided Pricing Schedule (Section 10); deviation may render the bid non-responsive.

Discounted prices are only considered at the final evaluation stage on an unconditional basis.

If the highest scoring bidder's price is not market-related, PRASA may negotiate a market-related price with the highest, then second-highest, then third-highest bidder; if no agreement, the RFQ is cancelled.

Delivery period: suppliers must offer their earliest delivery period in working days from date of order.

Payment: PRASA pays within 30 days of receipt of a correct tax invoice.

Tax compliance:

• Bidders must submit a valid SARS Tax Compliance Status (TCS) PIN, or a CSD number if registered on the Central Supplier Database
• TCS PIN application via e-filing at www.sars.gov.za; a printed TCS certificate may also be submitted
• For consortia/JVs/sub-contractors, each party must submit a separate TCS certificate/PIN/CSD number
• Bids from persons in the service of the state, or companies/close corporations with directors/members in the service of the state, will not be considered

CSD registration:

• Bidders must be registered on the Central Supplier Database (CSD) at https://secure.csd.gov.za/; business may not be awarded to unregistered bidders (foreign suppliers with no local registered entity are exempt)

The contract is governed by PRASA General Conditions of Purchase. The supplier warrants that items are in accordance with PRASA's requirements, fit for purpose, and free from defects for one year from acceptance (unless another period is stated). The supplier indemnifies PRASA against claims arising from negligence, infringement of intellectual or legal rights, breach of statutory duty, or defective design, materials or workmanship. Subcontracting requires PRASA's prior approval; the successful bidder remains liable for performance. The contract is governed by South African law, subject to the non-exclusive jurisdiction of South African courts. PRASA pays within 30 days of receipt of a correct tax invoice. Late deliveries may be subject to penalty if imposed in the order/contract. PRASA may reject items or services that do not comply with the contract, and may cancel the contract if information furnished by the bidder is later proved incorrect.

Evaluation is staged: Stage 1A (mandatory requirements – disqualification if not met), Stage 1B (other mandatory requirements – may be requested at pre-award, disqualification if not provided within 3 working days), Stage 1C (documents for scoring – zero score if not submitted), and Stage 2 (price and specific goals). Price is scored out of 80 points using the 80/20 preference point system formula. Specific goals total 20 points: 10 points for B-BBEE contributor status of at least level 2, and 10 points for EME 51% Black Owned. Total 100 points. If the highest scoring bidder's price is not market-related, PRASA may negotiate with the highest, then second-highest, then third-highest bidder; if no agreement, the RFQ is cancelled.
