The Eastern Cape CET College provides education and training programmes for youth and adults through Community Learning Centres. This RFQ is for the provision of computer literacy training for 30 lecturers over 5 days at Soweto-on-Sea CLC in Gqeberha. The training must be accredited with MICT SETA at NQF level 2/3 and cover Microsoft Office, basic computer skills, and internet and online safety. Training plans and material must be provided before commencement.

Quotations must be submitted via email to [email protected] and [email protected] before 11:00 on 24 August 2026. Submissions must be on company letterhead or stamped with a business stamp. Late, incomplete, or unsigned quotations will not be accepted. Quotations must be valid for 30 days. The following mandatory documents must be submitted with the quotation, or the quotation will be declared non-responsive: valid tax clearance certificate and tax compliance status PIN from SARS; business entity registration certificate (e.g., CK document); certified ID copies of company directors; municipal statement of account not older than three months, or lease agreement, or letter from ward council (rural bidders only); proof of MICT SETA accreditation; full CSD registration report; separate quotation on company letterhead; completed SBD 4. The bid sum on SBD 1 must match SBD 3.1, otherwise the offer is invalid. Documents must be completed in non-erasable ink; pencil, correction fluid, or illegible submissions may be disqualified.

Evaluation is in two phases. Phase 1: Functionality, with a minimum threshold of 60% to proceed to Phase 2. Phase 2: Price and preferential points, using the 80/20 system (Price = 80 points, Specific goals = 20 points). Functionality is scored out of 100, with points allocated as follows: Experience in similar computer skills training (weight 60) – 5 points for five or more completed trainings, 4 for three to four, 3 for one to two, 0 for none; reference letters with contactable references must be attached. Project leader (weight 30) – CV showing experience in leading computer skills training, accompanied by proof of academic qualifications. Locality (weight 10) – 10 points if within Eastern Cape, 5 if outside; evidence via municipal statement, ward council letter, or lease agreement showing residential address of the company. Specific goals (20 points) are allocated for black ownership (3 points), women ownership (5 points), youth ownership (5 points), disability ownership (5 points), and locality in Eastern Cape (2 points). Claims must be validated with CIPC registration and CSD report showing shareholding percentages; disability claims require a medical certificate or SASSA registration. No points are awarded if required documents are not submitted.

The service is the provision of computer literacy training for 30 lecturers over 5 days, conducted in-house at Soweto-on-Sea CLC, Eastcape Training Centre, Spondo Street, Port Elizabeth, 6061. The training must be accredited with MICT SETA at NQF level 2/3. The course content must cover: Microsoft Office (MS Word, Excel, Outlook, PowerPoint, OneNote, Access, Publisher); basic computer skills (keyboard and typing, mouse and operating system navigation, file management and organisation); internet and online safety (browsing the web, using search engines, security and safety best practices). The bidder must provide training plans and material before commencement of training.

Bidders must demonstrate experience in providing computer skills training. For functionality, experience is scored based on the number of similar trainings completed in the past five years: five or more (5 points), three to four (4 points), one to two (3 points), none (0 points). A reference letter with contactable references must be attached. The project leader must have a CV showing experience in leading computer skills training, accompanied by proof of academic qualifications.

Pricing must be submitted on SBD 3.1 (Pricing Schedule – Firm Prices). Only firm prices are accepted. The total price must be VAT inclusive and must be transferred to SBD 1; failure to do so leads to disqualification. The quotation must be inclusive of all costs, including delivery fees and disbursements. The bidder warrants that the quotation is correct and covers all specified work and obligations.
