Bidders must submit their bids in a sealed envelope marked "SUPPLY AND DELIVER CHAIN SAWS AND BRUSH CUTTERS FOR PARKS MAINTENANCE: QUOTE NO: RFQ07/08/2026: ENOCH MGIJIMA MUNICIPALITY". The bid must be submitted to the Budget and Treasury Office, 25-27 Owen Street, Queenstown, by 12:00 on 20 August 2026. Late bids will not be accepted.

Returnable documents: Company registration (CK), CSD registration proof, SARS Tax Compliance Status pin, Certified ID copies of directors (3 months validity), JV agreement (if applicable), Completed Form of Offer, Declaration of Interest (MBD4), Statement of municipal account/lease/affidavit/ward councillor letter (3 months), Company profile with proven experience, Original/certified B-BBEE certificate (SANAS-accredited), CSD proof of registration, Completed MBD1-MBD9 forms, Quotation as costing schedule with total price inclusive of VAT in words, numbers, and signed, Local Content Declaration templates (Annex C, D, E) if applicable.

The bid will be evaluated in three stages: Stage 1 - Compliance/Administrative Check, Stage 2 - Financial Offer & B-BBEE Status Level Contribution, and Stage 3 - Final adjudication. The evaluation criteria include price (80 points), B-BBEE level of contributor (10 points), and locality (10 points).

The required materials include 10x 828 Long Guide Bar chain (steel), 10x 828 Long Chains, 5x 828 Short Chains, 10x 5L Guide bar oil, 10x Nylon rolls (size 3.5 mm) for brush cutter, 10x plugs, 10x Filter (size FS450) old model, 10x Blades x blades holders, 10x Nuts, 5x Brush cutters FS 450 BC 300-3, and 2x Chainsaw MS382.

The contractor must have relevant experience in the supply and delivery of chain saws and brush cutters, and must submit a company profile with proven previous experience.

The contractor must submit a quotation as a costing schedule, and the total price must be inclusive of VAT. The price must be firm for the duration of the contract.

The bid price must include all costs, including administrative, transport, and delivery costs. The price must be firm for the duration of the contract, and all bid prices must be inclusive of 15% VAT.

Bidders must comply with the Broad-Based Black Economic Empowerment (B-BBEE) requirements, and submit a B-BBEE Status Level Verification Certificate or Sworn Affidavit. They must also register on the Central Supplier Database (CSD) and submit a SARS Tax Compliance Status pin.

The contract will be for a fixed period, and the prices will be firm for the duration of the contract. The contractor must ensure that all prices are inclusive of 15% VAT.

The bid will be evaluated based on the PPPFA 80/20 preference point system, with a minimum threshold score of 60 points in Stage 2.
