Submit quotations by email to [email protected]. Quotations must be on company letterhead, include contact details and quote number, be duly signed, and state validity and delivery periods. Prices must be in ZAR inclusive of VAT and all associated costs, including technical riders, and must cover the entire scope and period. Quotations must be valid for 60 days from closure. Late or incomplete submissions will not be accepted. Required returnable forms include Annexure A (SBD 4 – Bidder's Disclosure), Annexure B (SBD 6.1 – Preference Points Claim Form), Annexure C (POPIA Supplier Notice and Consent Form), a valid SARS Tax Compliance Status Pin, and the Supplier Evaluation Checklist (Annexure E). MC profiles are compulsory. The successful supplier must sign an award letter and SBD 7.3 (Contract for Income-Generating Contracts).

Evaluation is in three phases. Award goes to the supplier(s) scoring the highest points, subject to Section 2(1)(f) of the Preferential Procurement Policy Framework Act, 2000. The 80/20 preference point system applies: 80 points for price, 20 points for specific goals (total 100). Bidders must be registered on the Central Supplier Database (CSD) with a valid MAAA number, provide a valid SARS Tax Compliance Status Pin, complete and sign SBD 4 and SBD 6.1, comply with POPIA consent, adhere to the NHC Supplier Code of Conduct, complete the Supplier Evaluation Checklist including SDG alignment and HDI/SMME status, and answer the foreign supplier questionnaire if applicable. Bidders must not be listed on the Register for Tender Defaulters or List of Restricted Suppliers; no director/shareholder may be employed by an organ of state without disclosure; no conflict of interest with NHC officials; company must be legally registered in South Africa; must have capacity to negotiate with and secure high-profile artists; must have experience in event coordination for heritage or similar national events.

The National Heritage Council (NHC) requires quotations for hiring a DJ, cultural performance groups, a main-act performing artist, a legendary and iconic musician, a Marimba Group, and an MC for the Golden Shield Heritage Awards 2026. The event coordinator must secure the relevant artists and DJs and coordinate them on the day of the event according to the event programme. Music should be diverse to cater for all attendees. The coordinator must ensure the heritage environment aligns with the event's theme. All costs must be included, including transportation and/or accommodation. The service provider is responsible for all travel and accommodation arrangements for the required people. The coordinator must provide progress reports and/or confirmations prior to the event on the availability of the MCs and artists. If an artist is unavailable or a no-show after confirmation, the coordinator must secure a replacement at no additional cost to the NHC. All intellectual property rights vest in the NHC; the provider must deliver a digitised version of the final product, all open/editable files, and written confirmation that no third-party rights are infringed and all stock images are properly licensed.

The service provider must include an estimated detailed project plan with timeframes, objectives and achievable milestones where the project runs over the specified period. The event coordinator must ensure that the heritage environment aligns with the event's theme and coordinate the artists on the day of the event in accordance with the event programme.

Bidders must have capacity to negotiate with and secure high-profile artists, experience in event coordination for heritage or similar national events, and an understanding of South Africa's heritage. MC profiles are compulsory. The supplier evaluation checklist includes SDG alignment and HDI/SMME status.

Prices must be in South African Rand and inclusive of VAT and all associated costs such as delivery, insurance, taxes, and technical riders. Quotations not costed for the entire scope and period will not be considered. No price adjustment or amendment will be considered after closure; this is a fixed price RFQ. NHC will pay within 30 days after receipt of a compliant invoice. The supplier evaluation checklist includes SMME status (micro: up to R500k; very small: R500k–R2.5m; small: R2.5m–R10m; medium: R10m–R20m) and HDI status categories (Black, Coloured, Indian, Women, Youth, Persons with Disabilities, Rural, Unemployed, Township).
