Submission: Completed bids in a sealed envelope endorsed with the project name, bid number and description, deposited in the Tender Box at the Department of Education, Steve Tshwete Complex, Zone 6, Zwelitsha, not later than 11h00 on 11 September 2026. Bids must be submitted as originals only; a two-envelope system is not required.

Disqualification risks:

• Late bids are not accepted.

Evaluation in two phases:

• Phase One: Compliance and responsiveness to bid rules and conditions. Bidders must pass this phase to proceed.
• Phase Two: PPPFA evaluation with 80 points for price and 20 points for specific goals.

Price scoring formula: Ps = 80(1 - (Pt - Pmin)/Pmin), where Pt is the price of the bid under consideration and Pmin is the price of the lowest acceptable bid.

Phase One compliance requirements (failure leads to elimination):

• Priced Bill of Quantities submitted.
• CIDB contractor grading designation 4GB or higher, with proof of CIDB registration or CRS number.
• Valid Letter of Good Standing from the Compensation Fund or licensed insurer (COIDA).
• All supplementary information and returnable schedules completed.
• Form C1.1 (Form of Offer and Acceptance) complete and correctly completed.
• Late bids not accepted.

The department reserves the right not to award to the highest-scoring bidder where objective criteria and justifiable grounds warrant, including past performance, capacity, existing commitments, and risk assessment.

Scope: Emergency repairs at Swartkops Primary School (EMIS No: 200100763, District: Nelson Mandela).

Contractor must hold a CIDB contractor grading designation of 4GB or higher.

Works include building works and provisional sums as per the Bill of Quantities; a contingency amount of R 300,000.00 is allowed for use by the Architect.

Health and Safety Specification (C3.2) and Contractor's Reports (C3.4) form part of the scope.

Site information and drawings are provided in Part 6.

Bidders must submit:

Pricing format: Priced Bill of Quantities must be submitted. The Final Summary includes Preliminaries, Building Works, Provisional Sums, and Contingencies of R 300,000.00. VAT at 15% is added.

The offered total of prices inclusive of VAT must be stated in the Form of Offer and Acceptance.

Rates and prices are fixed for the duration of the contract and not subject to adjustment except as provided in the conditions of contract.

Bidder must provide any securities, bonds, guarantees, proof of insurance as required by the contract data within 2 weeks of receiving the completed agreement.

Alternative offers (if permitted) require an additional 5% of the amount bid to cover the employer's costs of confirming the detailed design.

Eligibility:

• Registered with the CIDB in a 4GB or Higher class of construction work.
• Registered on the National Treasury Central Supplier Database (CSD).
• Valid Letter of Good Standing from the Compensation Fund or licensed insurer (COIDA).
• Not listed on the Register of Tender Defaulters.
• Not in the service of the state, nor a company with directors who are.

Tax compliance:

• Submit SARS Tax Compliance Status (TCS) PIN or printed TCS certificate; or CSD number if no PIN.
• Each party in a consortium/JV/sub-contractor must submit separate TCS/CSD.

B-BBEE: Claim points via SBD 6.1 under the 80/20 system.

Joint ventures: Every member must be registered with CIDB in General Building (GB) class; combined grading must be 4GB or higher; signed JV agreement required.

Health and Safety Specification (C3.2) is part of the scope. Bidders must submit a valid Letter of Good Standing from the Compensation Fund or licensed insurer as contemplated in the Compensation for Occupational Injuries and Diseases Act 1993.

Contract formation: The agreement comes into effect when the bidder receives a fully completed original copy of the Form of Offer and Acceptance. The bidder must contact the employer's agent within 2 weeks to arrange delivery of securities, bonds, guarantees, and proof of insurance. If the bidder does not notify the employer within 5 working days of any reason for non-acceptance, the agreement becomes binding.

Deviations: Only deviations recorded in the Schedule of Deviations are valid; no other matters have effect in the contract.
