Bids must be delivered in a sealed envelope endorsed with the project name, bid number and description, deposited in the Tender Box at the Department of Education, Steve Tshwete Complex, Zone 6, Zwelitsha, by 11h00 on 11 September 2026. Telegraphic, telexed, faxed or emailed bids will not be considered. Submissions must be originals only; a two-envelope system is not required. Documents must be completed and signed in black permanent ink; correction fluid invalidates the bid. The validity period is 120 days. Bids are evaluated in two phases. Phase 1: compliance and responsiveness to bid rules, including mandatory documents, CIDB grading 4GB or higher, priced BoQ, and a valid Letter of Good Standing from the Compensation Fund or licensed insurer. Late bids are rejected. Phase 2: PPPFA evaluation with 80 points for price and 20 points for specific goals (80/20 preference point system). Price score is calculated as Ps = 80(1 - (Pt - Pmin)/Pmin). The department reserves the right not to award to the highest-scoring bidder on objective, justified grounds such as past performance, capacity, existing commitments, or risk assessment.

Pricing: a priced Bill of Quantities is mandatory; no electronic or Excel BoQ will be distributed. Include all duties and taxes except VAT, which is added separately at 15%. Prices are fixed for the contract duration. No bids from persons in state service, companies with state-connected directors, or close corporations with state members. Each party in consortia/joint ventures must provide separate TCS PIN or CSD number. Proof of CBS registration or CRS number mandatory. The scope of work includes a Health & Safety Specification, which must be complied with during execution of the repairs. The tenderer is advised to obtain appropriate insurance and meet legal obligations.

The contract data states the employer is the Eastern Cape Department of Education. Standard conditions of tender are CIDB Standard for Uniformity in Construction Procurement (August 2019). The successful bidder signs a Form of Offer and Acceptance (C1.1), which governs the contract – no deviations are valid unless recorded in the schedule. If the bidder fails to arrange delivery of required securities, bonds, guarantees, or proof of insurance within 2 weeks of receipt of the agreement, this constitutes repudiation. The agreement comes into effect when bidder receives a fully completed original copy; bidder has 5 working days to notify the employer of any inability to accept. The employer may cancel the tender before award if the project or funds lapse, or if no acceptable bid. The offer is valid for 90 days.
