RFQ: supply and delivery of service air compressor & pipes (PRASA)

Quotations must be typed on company letterhead and hand-delivered to 30 Wolmarans Street, Braamfontein, Umjantshi House, before or on the closing date and time. Quotations must be addressed to Modumo Maeco. Late or incorrectly addressed quotations will not be accepted. Quotations must be submitted on the official forms provided (not re-typed) and must not include documents or references relating to any other quotation. Any additional conditions must be in an accompanying letter. Quotations must be in a sealed envelope. Returnable documents include: quotation on company letterhead (mandatory, Stage 1A), valid SARS PIN, completion of all RFP documentation including all declarations, and CSD supplier registration number (Stage 1B, may be requested within 3 working days if not submitted). Failure to provide mandatory returnable documents at closing will result in disqualification. Changes to quotations after closing will not be considered. Bidders must not canvass any SCM officer or PRASA employee between closing and award; doing so may lead to disqualification.

Mandatory returnable documents: quotation on company letterhead (Stage 1A). Stage 1B: valid SARS PIN, completion of all RFP documentation including all declarations, CSD supplier registration number. Failure to submit mandatory documents at closing results in disqualification; Stage 1B documents may be requested within 3 working days.

Evaluation is in stages: Stage 1A – Mandatory Requirements (quotation on company letterhead) – automatic disqualification if not submitted. Stage 1B – Other Mandatory Requirements (valid SARS PIN, completion of all RFP documentation including declarations, CSD supplier registration number) – PRASA may request missing information within 3 working days; failure leads to disqualification. Stage 2 – Price and Specific Goals: Price 80 points, Specific Goals 20 points, total 100 points. The 80/20 preference point system applies. Price formula: Ps = 80(1 - (Pt - Pmin)/Pmin). Specific goals: At least B-BBEE Level 1 or 2 – 10 points (evidence: BEE certificate not limited to SANAS approved/Affidavit; for JV, consolidated scorecard accepted); At least 51% owned by black women – 10 points (evidence: certified copies of ID documents of owners not older than 3 months). Bidders must indicate how they claim points for each specific goal.

The scope is the supply and delivery of a service air compressor and pipes. The pricing schedule lists items: 1) Compressor services (EA 1), 2) Repair air-leaks from the pits pipes (EA 1). No further technical specifications, quantities, or standards are stated in the document.

Bidders must complete the attached Pricing Schedule Annexure. Prices must be in South African Rand inclusive of all taxes. Firm prices, cost breakdown required. Pricing must be strictly per the schedule; deviation may render the bid non-responsive. Discounted prices considered only at final evaluation on an unconditional basis. Price escalation basis and formula must be indicated. Pricing must be submitted strictly in accordance with the pricing schedule; deviation may render the bid non-responsive. Discounted prices will only be considered at the final evaluation stage on an unconditional basis. If the highest scoring bidder's price is not market-related, PRASA may negotiate with the highest, then second, then third highest scoring bidder; if no agreement, PRASA cancels the RFQ. Payment terms: PRASA pays within 30 days of receipt of a correct tax invoice. No bond or guarantee requirements are stated.

Bidders must be registered on the Central Supplier Database (CSD) unless they are foreign suppliers with no local registered entity. Bidders must submit their SARS Tax Compliance Status (TCS) PIN or a printed TCS certificate; each party in a consortium/JV/subcontracting arrangement must submit a separate TCS PIN/CSD number. Bids from persons in the service of the state, or companies/close corporations with directors/members in the service of the state, will not be considered. Bidders must complete SBD 4 (Bidder's Disclosure) – discloses employment by the state, relationships with procuring institution personnel, interests in related enterprises, and PEP/PIP status. False declarations may lead to disqualification or termination. Bidders must also complete the SBD 1 (Invitation to Bid) and any other declarations included in the RFP documentation.

PRASA General Conditions of Purchase apply. Key terms: Price and payment – PRASA pays within 30 days of receipt of a correct tax invoice. Delivery and documents – supplier must deliver on or before the date stated; late delivery may incur penalties. Title and risk pass to PRASA upon acceptance. Warranty – items must be free from defects for one year from acceptance (unless another period stated). Indemnity – supplier indemnifies PRASA against claims arising from negligence, IP infringement, or breach of statutory duty. Assignment and subcontracting – requires PRASA's prior approval; the successful bidder remains liable for performance. Governing law – South African law, non-exclusive jurisdiction of South African courts. Special conditions: Funding Contingency – PRASA has obtained National Treasury approval to depart from PFMA SCM Instruction No. /22 paragraph 8.4; budget allocation is not yet complete; award is strictly subject to securing funding; PRASA may cancel the RFQ if funding is not secured; bidders waive any claims against PRASA for non-award due to funding failure.

Special conditions: Funding Contingency – PRASA has obtained National Treasury approval to depart from PFMA SCM Instruction No. /22 paragraph 8.4. Budget allocation is not yet completed. Award is strictly subject to securing the necessary funding and confirming sufficient budget. PRASA reserves the right to cancel the RFQ at any stage prior to award if funding is not secured. Bidders waive any claims, losses, or damages arising from failure to source funding or non-award due to funding failure.
