Stage 2: Administrative Compliance and Mandatory requirements: All bid respondents must submit mandatory documents that comply with all mandatory requirements. The Administrative Compliance Evaluation will include the following: Returnable documents (standard bidding documents) - Standard Bidding Document (SBD1; SBD 6.1) Forms completed, duly signed by the authorized person. Signed POPIA Consent Form in terms of the Protection of Personal Information Act (POPIA) (Consent Forms Attached to the Bid as part of the SBDs). Registered with the central supplier database (CSD) with valid tax clearance compliant status on the closing date of submission of bid. BEE/Sworn Affidavit - Valid Certificate/Affidavit. In the event of the bidder being in a joint venture (JV), a valid joint/consolidated B-BBEE Certificate/Affidavit must be submitted.

Evaluated under the 80/20 preference point system (PPPFA and PPR 2022). Price scores up to 80 points; specific goals score up to 20 points. Commission's decision on applicability of PPPFA stipulations is final. Personal information processed under POPIA; bidder consents to use for evaluation and award. Supplier performance reviews conducted annually for contracts over a year, at completion for shorter contracts; non-performance may lead to remedial action and escalation.

Special conditions: Confidentiality of bid submissions; no canvassing of Commission officers between closing and award; collusion leads to disqualification and restriction. National Industrial Participation Programme applies to contracts with imported content; bidders must sign and submit SBD. Quotations in English. No news releases without Commission consent.
