Submission method: Email quotation on company letterhead to [email protected] before the closing date and time. Address the quotation to Tholang Mothabeng. Late submissions will not be accepted. Quotations must be typed on company letterhead and emailed; no other format is accepted. All returnable documents listed in Section 16 must be completed, signed and submitted with the quotation. Mandatory returnable documents (Stage 1A) must be submitted at closing or the bid is automatically disqualified. Stage 1B documents may be requested within three working days after closing; failure to provide them within that period results in disqualification. SBD 1 (Invitation to Bid), SBD 4 (Bidder's Disclosure) and SBD 6.1 (Preference Points Claim Form) must be completed and signed. A valid RMI Certificate / MIWA membership must be submitted at closing. Proof of CSD registration, valid SARS TCS PIN (or CSD number if no PIN), and certified ID copies of directors (not older than three months) are required.

Two-stage evaluation. Stage 1A (mandatory, disqualifying if not met): quotation on company letterhead; valid RMI Certificate / MIWA membership on date of submission. Stage 1B (mandatory, may be requested within three working days): valid SARS TCS PIN; completion of all RFP documentation including all declarations; CSD supplier registration number; certified ID copies of directors (not older than three months). Stage 2: Price (80 points) and Specific Goals (20 points) using the 80/20 preference point system. Price points calculated as Ps = 80 × (1 − (Pt − Pmin) / Pmin). Specific Goals: B-BBEE Level 1 or 2 (10 points) — SANAS-approved B-BBEE certificate or affidavit (consolidated scorecard for JV); at least 51% black women ownership (10 points) — certified ID copies of owners (not older than three months) and CIPC registration document. Scope: Repair of bus differential and king pins for Pretoria Depot. Two line items:

1. Item YVV800 — Repair LHS & RHS king pins (quantity 1 each). Work includes: supply and fit 2× new king pin kits; repair thrust section on 2× stub axles; repair thrust section on beam; 2× hub seal kits; labour; sundries; chemical clean. Vehicle VIN: 9BM634061AB676285.
2. Item ZDP079 — Repair faulty diff backlash (quantity 1 each). Work includes: recon Mercedes-Benz OM 0500 rear differential complete with bearing kit, pinion inner/outer seals, lock nut, oil collector, pinion screw collar, 4.3:1 crown wheel and pinion, spider gear repair kit, 2× remanufactured anchor spider brackets, 2× S-cam side tubes remanufactured to spec, 2× S-cams, 2× S-cam bearing and seal kits, 2× hub seal kits, 2× hub dust covers, 2× remanufactured wheel hubs as per spec, pinion yoke; repair diff housing — check bearing journals and all threaded sections to manufacture specs, straighten diff, line bore diff housing, new thrust pad (crown wheel friction pin), pinion spacer and shims ×4, 20× wheel stud kits, strip, clean and assemble to manufacture specs; remove and refit rear axle, diff oil; recon 1× Merc 0500 propeller shaft complete; workshop side visit according to specs. All items must be OEM / SABS approved.

Bidders must complete the attached Pricing Schedule Annexure (Bill of Quantities format) for the two line items (YVV800 and ZDP079). Requirements:

• Prices in ZAR inclusive of all taxes (VAT 15%).
• Price offer is firm; basis must be clearly indicated.
• Bill of Quantities completed in line with the schedule; deviation may render bid non-responsive.
• Cost breakdown must be shown.
• Price escalation basis and formula must be indicated.
• Discounted prices considered only in final evaluation on an unconditional basis.
• If highest-scoring bidder's price is not market-related, PRASA may negotiate sequentially with top three bidders; if no agreement, RFQ is cancelled.
• Delivery period: bidder to state earliest delivery in working days from date of order.
• Total price to be stated in numbers and words inclusive of VAT.

Pricing: Fixed prices in South African Rand inclusive of all applicable taxes (VAT 15%). Bidders must complete the attached Pricing Schedule Annexure (Bill of Quantities format) and submit a cost breakdown. Price escalation basis and formula must be indicated. Deviation from the prescribed pricing schedule may render the bid non-responsive. Discounted prices will only be considered in the final evaluation stage on an unconditional basis. If the highest-scoring bidder's price is not market-related, PRASA may negotiate a market-related price with the highest, then second-highest, then third-highest bidder; if no agreement is reached, the RFQ will be cancelled. Payment terms: PRASA pays within 30 days of receipt of a correct tax invoice. No performance bond, guarantee or insurance requirement is stated. Mandatory compliance documents:

• CSD registration (National Treasury Central Supplier Database) — foreign suppliers with no local entity exempt.
• Valid SARS Tax Compliance Status (TCS) PIN or printed TCS certificate; if no PIN, CSD number must be provided.
• Valid RMI Certificate / MIWA membership on date of submission (Stage 1A).
• Certified ID copies of all directors (not older than three months).
• CIPC registration document.

B-BBEE: Specific goals allocate 10 points for B-BBEE Level 1 or 2 (SANAS-approved certificate or affidavit; consolidated scorecard for JV) and 10 points for at least 51% black women ownership (certified ID copies of owners not older than three months and CIPC registration). No minimum B-BBEE level is set for eligibility; points are claimed via SBD 6.1. No CIDB grading, professional registration, or local content requirement is stated. No bids accepted from persons in the service of the state or entities with directors/members in state service.

Contract governed by PRASA General Conditions of Purchase and any special conditions in the order. Key terms:

• Price and payment: Prices may include price adjustment per formula in the order. Payment within 30 days of receipt of correct tax invoice. Only one foreign currency allowed with a single exchange rate.
• Delivery: Supplier must deliver on or before the date in the order. Late delivery may incur penalties if stipulated. No payment if items not provided as per order. Consignments must be marked with supplier name, destination details, and include packing note. Advice note with transport details, weight, volume, dispatch point and date must be sent on dispatch. Detailed priced invoice required after dispatch. Order number and code must appear on all communications.
• Containers/packing: No payment for containers or packing materials unless otherwise stated.
• Title and risk: Pass to PRASA upon acceptance.
• Rejection: PRASA may reject non-compliant items with written notice stating reason and required replacement/rework period. Rejected items returned at supplier's risk and expense. Supplier bears cost of replacement from third party. For services, supplier corrects non-conformances.
• Warranty: Items warranted fit for purpose and free from defects for one year from acceptance (unless another period stated in the order).
• Indemnity: Supplier indemnifies PRASA against claims arising from negligence, IP infringement, breach of statutory duty, defective design/materials/workmanship, and infringement of third-party rights (except where arising from PRASA-provided items).
• Subcontracting: Only with PRASA's prior written approval. Prime contractor remains liable.
• Governing law: South African law; non-exclusive jurisdiction of South African courts.
• Special Condition — Funding Contingency: PRASA has National Treasury approval to issue this RFQ before budget allocation is finalised. Award is strictly subject to securing funding allocation and confirming sufficient budget. PRASA may cancel the RFQ at any stage before award if funding cannot be secured. PRASA not liable for any claims, losses or damages from failure to source funding; bidders waive right to institute proceedings. PRASA undertakes to keep bidders informed of funding progress.
