CSD registration is mandatory for RSA suppliers; provide the CSD registration number. Foreign suppliers with no local registered entity are exempt. Bidders must be tax compliant and provide a SARS Tax Compliance Status (TCS) PIN or CSD number.
Technical evaluation (Phase 2) is scored out of 100 points: system engineering experience (10), design and development of electronic systems (40), manufacturing, assembly and integration capability (30), testing capabilities and infrastructure (15), and reference letters (5). Bidders must achieve at least 50% on each individual criterion and 70% overall to proceed.
Price and Preference Points (Phase 3) are evaluated out of 100 points: 80 points for price and 20 points for preference points (B-BBEE) per Annexure G.
Pricing must be in South African Rand including all applicable taxes, submitted strictly per Annexure D (Pricing Schedule β Professional Services). Bidders must indicate a ceiling price, hourly/daily rates for personnel, cost per phase and man-days, and whether rates are firm for the full contract period. Travel and other expenses are recoverable at actual cost only with proof.
The winning bidder must deliver manufactured and tested electronic systems on PCBs in accordance with IPC class 2 standard, including a system engineering documentation pack, design and manufacturing datapack, Factory Acceptance Test (FAT) with test reports, and applicable test equipment setup. Design reviews (SRR, PDR, CDR, AIT, FAT) require formal sign-off before milestone invoices.
