Bidders must have a valid CSD registration report, a Tax Compliance/PIN from SARS, and submit a certified copy of the latest three years' audited financial statements. The company itself and each director must not owe municipal rates and taxes or service charges to any municipality for more than three months — submit a municipal rates and taxes statement not older than 90 days for the company and all directors, or a SAPS affidavit if no property is owned, or a valid rental/lease agreement with 3 months' proof of rental payment, or a letter from the Traditional Authority if in a rural area. The company address must align with the company registration document and the preferred address on the CSD report. The bid requires a CIDB grading of 7EP or higher and proof of 5+ similar projects each exceeding R15 million. Mandatory personnel qualifications and equipment proof must be provided as listed. Specific goals points may be claimed using a comprehensive CSD report indicating ownership/shareholding details (gender, race, age, disability status). Bids will be rejected if any required documentation is omitted or if municipal arrears exceed 90 days; false declarations are treated as a criminal offence.

1.1. Supply and install electricity smart meters, advance metering infrastructure and

related electrical materials is planned to be established in the 2025/2026

financial year.

1.2. The procurement and installation of the advance electricity metering

infrastructure is funded by Musina Local Municipality internal budget.

2.1. Musina Local Municipality has prioritized the above-mentioned infrastructure to

be installed for a period of three years.

2.2. The current metering systems in the Municipality primarily consist of traditional

electromechanical (conventional) and pre-paid meter for electricity. These

systems have several limitations.

2.3. Traditional meters often suffer from accuracy issues due to aging, wear and

tear, and environmental factors. This can lead to incorrect billing and disputes

between the Municipality and consumers.

2.4. Traditional meters provide limited data, offering little beyond basic consumption

totals. This lack of detailed data hampers effective energy management and

planning.

2.5. With smart meters, the Municipality can remotely monitor and manage the

energy network.

2.6. The need for critical electrical materials has risen significantly due to the aging

infrastructure and climate change.

3. Project objectives

3.1. Supply and Install electricity smart meters, advance metering infrastructure and

related electrical materials in Musina Urban Area.

3.2. The Musina Local Municipality seeks to procure “technology advanced”

metering infrastructure (smart electricity meters) to implement demand

management and management of electricity losses for the Municipality.

3.3. The purpose of the exercise is to standardize the electricity meters through a

technology selection process. The selection will then inform a panel of installers

about the standard required and approval thereof.

3.4. The new smart meters will be utilized to replace the faulty, broken and outdated

meters as well as for the installation at the unmetered facilities.

3.5. The municipality therefore seeks a qualified service provider to be utilized for

the supply and delivery of smart prepaid meters.

3.6. The Musina Local Municipality is currently experiencing massive revenue losses

through technical and non-technical losses.

3.7. Our primary objective is to install smart meters in areas where there is high

volume of faulty meters and then roll out the plan to other areas through a

coordinated approach.

3.8. The remote access meter to allow for remote monitoring to the meters to ensure

revenue enhancement will be activated per transformer zone or per specific

area prioritised.

3.9. Musina Local Municipality has a duty of care to all customers or potential

customers and its ratepayers in its area of jurisdiction to progressively ensure

efficient, affordable, economical and sustainable access to electricity.

3.10. Our focus is to ensure the Availability, Efficiency, Affordability, Economical and

Sustainable deliverables of the electricity to all our consumers.

3.11. Section 95 of the Municipal Systems Act requires the municipality to take

reasonable steps to ensure that the consumption by individual users of services

is measured through an accurate and verifiable metering system and that

people liable for payments receive regular and accurate accounts

11.1. Single Phase Split DIN-Rail Prepayment Meter

The meter consists of two parts, the MCU (Measurement Control Unit) and CIU (Customer

The CIU provide customer with a convenient user interface while it is installed in customer’s

home. The CIU includes large digit LCD display, a visual credit status LED and the numeric

The bid will be rejected if any municipal rates and taxes or municipal service

for more than three months (90 days). Should it come to light that a false

declaration was made on MBD 8 item (4.4) by the bidder after the municipality

had awarded the bid, the contract shall be immediately cancelled and

payments made will be recovered from the bidder. False declarations by

bidders is viewed as a criminal offence and charges will be laid by the
