Four-phase evaluation: Phase 1 mandatory requirements (accreditation with relevant bodies, facilitator accreditation) — failure disqualifies; Phase 2 SCM administrative requirements (CSD/SARS PIN, SBD 4, SBD 1, POPIA consent, SBD 6.1, facilitator CV); Phase 3 compliance with RFQ specifications; Phase 4 price and specific goals scoring under the 80/20 system (price 80 points, specific goals 20 points). Specific goals: Black Ownership 51% or more = 20 points; less than 51% scores 0. Proof of claim: ID copies of directors, CSD report, CIPC registration, B-BBEE certificate or affidavit. Tax compliance verified on CSD or SARS e-Filing before award.

Training in Data Analysis with SQL for 2 employees of Trade & Investment KwaZulu-Natal. Course content must include: introduction to databases and SQL; fundamentals of data-driven decision making; research questions for data analysis; organising data in Microsoft Excel; statistical analysis using Microsoft Excel; data presentation and visualisation; advanced functions on single tables in SQL; analysing multiple tables in SQL; CRUD operations in SQL. Duration: 3 days. Delivery: online/virtual by a suitably qualified facilitator. Assessment and certification: delegates must undergo an assessment or examination to receive a certificate of competency.

Bidders must submit proposals that comprehensively cover the course content, including an introduction to databases and SQL.

Bidders must be suitably qualified and experienced. The facilitator must be accredited, with documentary proof of accreditation required. The facilitator's CV and qualifications must be submitted as supporting documents.

Price quotations must be inclusive of all applicable taxes, including VAT. Price weighs 80 points in the evaluation.

Proof of registration on the Central Supplier Database (CSD) or a SARS PIN. SBD 4 (Declaration of Interest) — discloses any state employment or connection to the procuring institution; false declaration disqualifies. SBD 1 (Invitation to Bid) — bidder and contact details, signed as the offer cover page. POPIA consent form — consents to processing of personal information by TIKZN. SBD 6.1 (Preference Points Claim) — claims specific goal points under the Preferential Procurement Regulations 2022. Accreditation with relevant bodies and facilitator accreditation — proof on the accreditation body's letterhead. Tax compliance status verified on CSD or SARS e-Filing before award. Bidders must not be persons in the service of the state, nor companies with directors in the service of the state.

Specific goals under the Preferential Procurement Regulations 2022: Black Ownership 51% or more scores 20 points; less than 51% scores 0. Proof of claim: ID copies of directors, CSD report, CIPC registration, B-BBEE certificate or affidavit. The 80/20 preference point system applies.

No RFQ is deemed accepted until a formal contract, letter of award or order form is prepared and executed. The quotation remains open for acceptance for 90 days from the closing date. Bidders bear all costs of preparing and submitting the RFQ; TIKZN is not liable for such costs regardless of the outcome.

Bidders must complete the YES/NO compliance section. SBD 4 must be completed and signed by the authorised company representative.

Evaluation is on price (80 points) and specific goals (20 points) under the 80/20 system. Only bids complying with RFQ specifications are evaluated on price and specific goals.
