Centlec (soc) ltd, hereafter referred to as centlec, a municipal entity, distributing electricity in the area of mangaung metro municipality, request proposals and bids, from registered electrical consulting engineers with their applicable professional teams, for the design and turnkey project management, specification, manufacturing, supply, installation, testing, commissioning and handing over of three new 33/11kV 10mva transformers complete with tap change control and protection facilities, which includes amongst other all civil and electrical works, with the upgrading of the associated existing 11kv switching infrastructures, and all other related protection, quality assurance, communication, monitoring, scada, metering equipment, mounted in control panels, as well as alarm and security surveillance systems for the existing botshabelo substation t and w 33/11kV distribution centres for a period of thirty-six (36) months.

Bidders must be registered electrical consulting engineers with applicable professional teams.

Compliance with the Occupational Health and Safety Act, 1993, and the Construction Regulations is mandatory.

Compliance with the National Key Points Act, 1980, and CENTLEC security requirements is required.

Bidders are prohibited from performing any switching on the system or network; all switching arrangements must be made through the CENTLEC Electricity Control Room.

Failure to comply with security, safety, confidentiality, NKP, or access-control requirements may constitute a material breach, leading to removal from site, suspension of access, termination of the contract, or referral to authorities.

CENTLEC reserves the right to deny, suspend, or withdraw site access from any person failing to comply with applicable safety, security, vetting, access-control, or contractual requirements.

The scope covers design, turnkey project management, specification, manufacturing, supply, installation, testing, commissioning, and handing over of three new 33/11kV 10MVA transformers, complete with tap change control and protection facilities.

Works include all associated civil and electrical works, upgrading of existing 11kV switching infrastructure, and related protection, quality assurance, communication, monitoring, SCADA, and metering equipment mounted in control panels.

Alarm and security surveillance systems for the existing Botshabelo Substation T and W 33/11kV Distribution Centres are included.

The contract period is thirty-six (36) months.

Safe Work Procedures (SWP) and Method Statements must be provided. A Fall Protection Plan specific to the site and scope is required.

Contractor vehicles, tools, equipment, materials, and deliveries are subject to security inspection and verification at designated access-control points.

Health and Safety File contents must include: OHS Act compliance, Mandatory Agreement/Section 37.2, First Aid Training, Contractor Agreement CR(7)(1)(v), Health and Safety Management Plan, Letter of Good Standing, Material Safety Data Sheets, and proof of industry-specific certification/accreditation/registration.

Risk management documents: Baseline Risk Assessment (HIRA), Safe Work Procedure (SWP) and Method Statement, Fall Protection Plan (site and scope specific), Waste Management Plan and disposal certificate.

Induction and communication: Personnel Health and Safety Induction with IDs, Safety Toolbox Talks.

Possible registers: Monthly hand tools, Weekly firefighting equipment, Monthly ladder, Daily overhead crane, Monthly mobile lifting machine, PPE inspections, Weekly hydraulic jack.

Contractor security requirements: attend CENTLEC's Standard Operating Procedures before work, comply with OHS Act and Construction Regulations, ensure all personnel are inducted and authorized, maintain site access control, use required PPE, keep site safe and clean, report all incidents and security breaches, comply with security policies, and ensure subcontractors comply.

Contractor must not interfere with security equipment, maintain confidentiality, and comply with CENTLEC's emergency and incident-management procedures.

All switching arrangements must be made with CENTLEC's Control Room at 051 409 2345.

Contractor Security and Safety Requirements: The contractor must attend CENTLEC's Standard Operating Procedures prior to work commencement, comply with the OHS Act and Construction Regulations, ensure all personnel are inducted and authorized, maintain site access control, use required PPE, keep the site safe and clean, report all incidents and security breaches immediately, comply with security policies, and ensure subcontractors comply with the same requirements. The contractor must not interfere with security equipment, must maintain confidentiality, and must comply with CENTLEC's emergency and incident-management procedures. Failure to comply may result in removal from site, termination, or referral to authorities. All switching arrangements must be made with CENTLEC's Control Room at 051 409 2345.
