Bids must be submitted in a sealed envelope clearly marked with the RFQ number and description: SUPPLY AND DELIVERY OF SENSUS FLOW METERS: MAPW RFQ 008 /2026/27. Deposit in Bid Box No. "B" at Maluti-a-Phofung Water, No. 2 Old Industrial Area, Mandela Park, Phuthaditjhaba. No electronic, telegraphic, telefax or late bids will be accepted. Quotations must be on company letterhead. Only one submission per bidder will be considered. Returnable documents: Company Registration Certificate (CRC) reflecting active members (except sole traders and partnerships); CSD summary report; SARS PIN; Tax Compliance Status (TCS) Certificate/PIN/CSD number for each JV/consortium/sub-contractor party; municipal rates and taxes clearance certificate or proof that rates are not in arrears for more than three months; company profile; B-BBEE certificate; completed supplementary forms. The successful bidder will be required to sign a written Contract Form (MBD 7).

Evaluation uses the 80/20 preferential points system: 80 points for price, 20 points for specific goals. Specific goals: at least 50% HDI ownership (5 points), at least 50% youth ownership (5 points), at least 50% woman ownership (4 points), locality (6 points for Maluti-a-Phofung, 4 for Thabo Mofutsanyana, 2 for Free State, 0 outside Free State). Bids will be adjudicated under the Municipal Supply Chain Management policy and the Preferential Procurement Policy Framework Act (Revised 2022).

Supply and delivery of Sensus flow meters and water flow meters with the following quantities and specifications: Sensus flow meter DN 200mm, PN 10-16, flange to flange 350mm (2 units); Sensus flow meter DN 100mm, PN 16, flange to flange 225mm (3 units); water flow meter DN 300mm, flange to flange 500mm (30 units); water flow meter DN 150mm, flange to flange 350mm (20 units); water flow meter DN 250mm, flange to flange 450mm (2 units); water flow meter DN 80mm, flange to flange 225mm (2 units).

The 80/20 preferential points allocation system in line with the revised Procurement Regulations of 2022 using the balance scorecard methodology will be applied.

Bidders must submit a SARS PIN to enable the municipality to view tax status. A valid Tax Compliance Status (TCS) Certificate/PIN is required; for consortia/JVs/sub-contractors, each party must submit a separate TCS/PIN/CSD number. The original Tax Clearance Certificate must be submitted with the bid; certified copies are not acceptable. Bidders must submit a Company Registration Certificate (CRC) reflecting active members (except sole traders and partnerships). Municipal rates and taxes clearance certificate or proof that rates are not in arrears for more than three months is required. B-BBEE certificate is required to qualify for preference points. No bids will be accepted from persons in the service of the state.

The successful bidder will be required to sign a written Contract Form (MBD 7). The municipality reserves the right to accept all, some or none of the bids and is not bound to accept the lowest bid. The municipality reserves the right not to award the bid in full. Bidders who do not receive correspondence within 120 days should regard their bid as unsuccessful.
