Evaluation stages: Stage 1 – Eligibility (attendance at compulsory clarification meeting). Stage 2 – CIDB registration (grade SF level 2 or higher, or capable of being so prior to evaluation). Stage 3 – Technical pre-qualification (SANS 1475 permit). Stage 4 – Functionality (minimum qualifying score 60 points). Only tenderers passing all stages are evaluated on price and preference.

Functionality criteria (scored by at least 3 evaluators, averaged):

• Previous experience servicing fire portable equipment in past 5 years, with traceable references (official PO plus signed/stamped invoices, delivery notes, job completion certificates or goods receipts).
• 5 or more references = 100 points; 4 = 80; 3 = 60; 2 = 40; 1 = 20; none = 0.
• Maximum functionality score: 100.

Price and preference: 80/20 preference point system (applicable where tender value ≤ R50 million inclusive of taxes).

• Price: 80 points.
• B-BBEE Level 1 or 2: 10 points.
• +50% Black Youth owned Entities: 10 points.
• Non-compliant or B-BBEE Level 3-8: 0 points.

Minimum qualifying score for functionality: 60 points.

Scope: Provision of service and maintenance of fire portable equipment for Transnet Port Terminals Richards Bay (TPT RCB).

Contract period: One (1) month.

Contract type: NEC3 Engineering and Construction Contract.

Site: Transnet Port Terminal, Richards Bay.

Site walk: after compulsory briefing; PPE mandatory; breathalyser testing on entry; no firearms allowed; identity documents required for access.

Pricing: Activity Schedule (C2.2) to be completed per Pricing Instructions (C2.1).

No alternative offers accepted; rates fixed after closing date.

Transnet may request audited financial statements for due diligence.

Transnet may go to open market if quoted rates are unreasonable.

Mandatory eligibility:

• Attendance at compulsory clarification meeting (authorised representative or JV representative).
• CIDB registration: grade SF level 2 or higher (or capable of being so prior to evaluation). For JV: every member registered; lead partner at least one level below required grade; combined grading meets requirement; certified copy of signed JV agreement required.
• SANS 1475 permit from BSI, SABS or SACAS approved by Department of Employment and Labour.

Required submissions:

• Valid Tax Clearance Certificate (SARS) and TCS PIN.
• Valid B-BBEE certificate from SANAS-accredited agency, or sworn affidavit for EMEs and QSEs with 51%+ black ownership.
• Valid CIDB certificate in correct grading.
