Submit a single hard copy of the bid, clearly marked with the tender number and description, in a sealed envelope. The bid must be placed in the tender box at the Department of Water and Sanitation, Bellville, Western Cape. No electronic submissions are accepted. Bids must be submitted on the official returnable documents provided. The following forms must be completed, signed and submitted:

• SBD 1 (Invitation to Bid): acts as the offer cover page.
• SBD 3.1 (Pricing Schedule): firm pricing for the duration of the contract.
• SBD 4 (Declaration of Interest): discloses any interest or connection to the state.
• SBD 6.1 (Preference Points Claim): claims B-BBEE points under the 80/20 preference point system.
• SBD 6.2 (Declaration for Local Production and Content): declares local content percentage for the goods supplied.
• SBD 7.1 (Contract Form): the contract agreement for the purchase of goods.
• SBD 8 (Declaration of Bidder's Past Supply Chain Management Practices): discloses any previous SCM practices.
• SBD 9 (Certificate of Independent Bid Determination): certifies the bid is independent and not collusive.
• Authority to Sign / Board Resolution: authorises the signatory to bind the bidder.
• A valid Tax Clearance Pin (or SARS letter of good standing).
• A valid B-BBEE certificate or sworn affidavit (for exempted micro enterprises).
• A valid CIDB grading certificate (Grade 4 CE or higher).
• A completed and signed Declaration of Bidder's Past SCM Practices (SBD 8).

Bids will be evaluated in two stages:

1. Stage 1 - Administrative compliance: all returnable documents must be submitted and completed. Failure to submit any mandatory document will result in disqualification.
2. Stage 2 - Functionality: bidders must score a minimum of 70 points out of 100 for functionality. Functionality will be assessed on the following criteria:

• Experience of the bidder in similar projects (drilling and equipping of boreholes) over the past 5 years: 40 points.
• Availability of the required plant and equipment (drilling rig, compressor, etc.): 30 points.
• Qualifications and experience of the project manager and site supervisor: 30 points.

Bids that fail to achieve the minimum functionality score of 70 will be disqualified.

3. Stage 3 - Price and B-BBEE: after functionality, the 80/20 preference point system applies. Price is scored out of 80 points and B-BBEE status is scored out of 20 points. The bid with the highest total points will be recommended for award, subject to the evaluation of B-BBEE and local content.

Pricing must be in South African Rand (ZAR) and include all costs. No bid security is required. No retention is applicable. Payment will be made within 30 days of invoice receipt and acceptance of work. Bidders must provide a project programme and a cash flow forecast with the bid. The contract will be for a period of 90 days.
