CENTLEC requires the supply, delivery, installation and commissioning of one heavy-duty dual-shaft industrial shredder / e-waste crusher for the secure destruction of electrical prepaid meters.

Scope of supply includes: shredder/crusher unit, infeed hopper, drive system, control panel, guarding, discharge arrangement, emergency stop system, spare parts, manuals, operator training, and commissioning documentation.

Key technical requirements:

• Equipment type: heavy-duty dual-shaft industrial shredder, twin-shaft e-waste crusher, or equivalent low-speed high-torque machine.
• Application: secure destruction and primary size reduction of electrical prepaid meters with plastic housings, PCBs, copper coils, wiring, screws, terminals, and small steel parts.
• Drive system: electric or hydraulic drive with high-torque gearbox/reducer for continuous industrial operation.
• Motor power: minimum 22 kW total installed power; preferred range 22 kW to 75 kW.
• Electrical supply: three-phase, typically 380/400 V, 50 Hz, with overload and phase protection.
• Cutting chamber: minimum opening approximately 600 mm x 450 mm, or supplier-proposed equivalent.
• Shaft arrangement: two counter-rotating shafts with intermeshing cutters, spacers, scrapers, and cleaning fingers.
• Operating speed: low-speed high-torque, typically 10–35 rpm.
• Cutter material: heat-treated alloy steel, hardened tool steel, AR-grade steel, or equivalent wear-resistant material.
• Throughput: minimum 300 kg/hour preferred; final guaranteed throughput to be confirmed by supplier.
• Output size: recommended target fragment size 20–80 mm, or supplier-proposed size preventing reuse.
• Controls: PLC or intelligent control panel with start/stop, forward/reverse, current monitoring, overload protection, auto-reverse, fault indication, and lockable isolator.
• Overload protection: automatic shaft reversal on torque/current overload.
• Construction: heavy-duty welded steel frame, reinforced hopper, guarded rotating components, service access panels, anti-vibration mounting.
• Bearings and seals: protected against ingress of shredded contaminants, dust, copper fragments, and PCB debris.
• Discharge: chute, bin interface, conveyor interface, or collection container arrangement.
• Dust and housekeeping: provision for dust extraction connection, enclosed discharge, or other dust-control arrangement as required by site risk assessment.

Installation and commissioning:

• Confirm site requirements prior to delivery (floor loading, access, lifting, electrical supply, ventilation, dust extraction, discharge handling).
• Install and commission the machine, or supervise installation by purchaser's appointed contractor.
• Commissioning includes mechanical checks, electrical checks, no-load testing, loaded testing with prepaid meters or representative material, emergency stop testing, overload/reverse testing, and operator handover.
• Record commissioning settings, operating parameters, test observations, throughput achieved, and corrective actions.

Training:

• Provide comprehensive training to designated operators on safe operation, routine inspection, and basic maintenance.
• Training must be conducted by an accredited facilitator.
• Each operator must receive a certificate confirming they are trained and authorised to use the crusher.

Scope of work: supplier shall design, supply, deliver, install, commission, and support a complete industrial shredding solution including shredder/crusher unit, infeed hopper, drive system, control panel, guarding, discharge arrangement, emergency stop system, spare parts, manuals, operator training, and commissioning documentation.

Installation and commissioning: confirm site requirements, install and commission machine or supervise installation, perform mechanical/electrical checks, no-load and loaded testing, emergency stop testing, overload/reverse testing, operator handover, and record commissioning settings and parameters.

Training: supplier shall provide comprehensive training to designated operators on safe operation, routine inspection, and basic maintenance, conducted by an accredited facilitator, with certificates issued upon successful completion.

Commissioning must include mechanical checks, electrical checks, no-load testing, loaded testing with prepaid meters or representative material, emergency stop testing, overload/reverse testing, and operator handover.

Supplier must record commissioning settings, operating parameters, test observations, throughput achieved, and any corrective actions required.

Supplier must confirm site requirements prior to delivery, including floor loading, access, lifting, electrical supply, ventilation, dust extraction, and discharge handling.

Pricing format:

• Quotation prices must exclude VAT but include delivery charges.
• Prices must be valid for at least 30 days from the date of offer.

Payment terms:

• Payments will only be made to the company whose name appears on the official order. No third party will be considered.

• Hopper designed to prevent operator access to cutters during operation.
• Control system with lockout/tagout provisions, isolator switch, overload protection, fault indication, and safe restart logic after power interruption.
• Noise and dust risks addressed through design, guarding, enclosure options, extraction points, and operating procedures.
• Supplier to provide safe operating procedures, maintenance procedures, risk information, and operator training.

Warranty and guarantee: minimum two (2) years from the date of successful commissioning and acceptance, including all required maintenance and repairs at no additional cost to the purchaser.

Delivery: in accordance with CENTLEC instructions; goods to be delivered within 30 days after receiving an official order.

Price validity: prices valid for at least 30 days from date of offer.

CENTLEC reserves the right to accept a portion of any quotation, and to appoint the second lowest bidder if the first bidder quotes incorrectly or requests price adjustments.
