Scope: Supply and installation of two (2) air conditioners at Richards Bay Depot.

• Works include design, factory acceptance test (FAT), testing and commissioning, site installation, switching, SHERQ, packaging and transportation.
• Contractor must provide a work program/Gantt chart showing sequence and timing of works, including access dates, start date, planned completion, key dates, and time risk allowance.
• Contractor must demonstrate capacity and capability to meet required delivery schedule.
• Site information is provided in Part C4 (Site Information).

Pricing: Bill of Quantities (C2.2) must be completed.

• Pricing instructions in C2.1.
• Tender offer validity: 12 weeks after closing date; may be extended on same terms if Transnet's processes not finalised.
• No bid security or guarantee percentage stated.
• Three years audited financial statements required (T2.2-23).
• Transnet may request audited financial statements for due diligence.
• Transnet may go to open market if quoted rates deemed unreasonable.

Eligibility (Stage One – CIDB):

• Must be registered with CIDB in a contractor grading designation of 1 ME or higher (or capable of being so prior to evaluation).
• Joint ventures: every member registered with CIDB; combined grading 1 ME or higher; provide certified copy of signed JV agreement.

Mandatory documents to submit with tender:

• Valid Tax Clearance Certificate from SARS, plus TCS PIN.
• Valid B-BBEE Certificate from SANAS-accredited verification agency, or sworn affidavit (for entities with 51% black youth ownership).
• Valid CIDB CRS number.
• Proof of registration on Central Supplier Database (CSD).
• Letter of Good Standing with Workmen's Compensation Fund (or separate letters for each JV member).

Other compliance:

• Must not be listed on Register of Tender Defaulters (Prevention and Combating of Corrupt Activities Act) or Transnet's restricted list.
• Must complete Compulsory Enterprise Questionnaire and declare no conflicts of interest.
• Must not have been convicted of serious breach of law in past 5 years (declare on T2.2-17).
