Disqualification risks:

Evaluation stages (sequential, but Transnet may run in parallel):

1. Pre-qualification (mandatory requirements).
2. Returnable documents/schedules test for responsiveness.
3. Functionality/technical evaluation (Annexure B) – minimum qualifying score: 66.67 points out of 100.
4. Price and Specific Goals evaluation.

Technical evaluation (Annexure B) – total 100 points:

• Emergency Plan – Contingency Plan for Disruption of Services: 30 points. Must address security incidents, industrial action, security breaches, community unrest. Scoring: 0 (no/irrelevant plan), 1 (covers 2 aspects), 2 (covers 3 aspects), 3 (covers all 4 aspects).
• Previous Company Experience – Reference Letters: 70 points. Minimum 3 signed reference letters from clients for guarding services in past 3 years. Each letter must include: client name, contract description, contact person phone and business address, contract period (cumulative minimum 12 months), contract value (cumulative minimum R50 million), number of security officers deployed (cumulative minimum 50), on client letterhead and signed. Scoring: 0 (none/irrelevant), 1 (1-2 letters), 2 (3 letters), 3 (more than 3 letters).

Price evaluation:

• 80/20 system if lowest acceptable bid ≤ R50 million.
• 90/10 system if lowest acceptable bid > R50 million.
• Specific Goals (B-BBEE) weighted 20 or 10 points.
• Total score = Price + Specific Goals = 100.

Scope: Provision of security services at the Port of Ngqura, Gqeberha (Eastern Cape).

Contract period: 3 years and 3 months.

One service provider will be appointed.

Security personnel (unarmed) – quantities:

• Grade A Site Controller (dayshift, Mon–Fri): 1
• Grade B Site Supervisor (dayshift): 1
• Grade B Site Supervisor (nightshift): 1
• Grade C (dayshift): 35
• Grade C (nightshift): 28

Equipment to be supplied (flat monthly rate for contract period):

• Push To Talk radios: 44 (with patrol monitoring, control room software, intrinsically safe, 3G/4G/LTE, 24-hour battery, 4G video, location sharing, instant messaging)
• Lifejackets 150N 90kg+: 10 (must meet ISO 12402-4, -7, -8; fluorescent orange; specific features)
• Push Over Cellular Smartphones: 3 (PoC, Android, LTE/Wi-Fi, group calling, car kit)
• Double Cab 2x4 Hi-Rider security vehicles (branded, canopy, security lights): 2
• Quad Bikes 300CC (with safety kits and training): 1
• Laptop and printer: 1
• Snake guards: 20 (sample required before full supply)
• Microwave: 1

Service requirements:

• 24/7/365 coverage.
• Emergency response time: 30 minutes.
• Off-site supervisor visits: 4 per shift (before noon, after 15:00, before 24:00, after 03:00).
• Incident reports within 4 hours; investigation reports within 1 day.
• Monthly consolidated incident report.
• Replacement of absent officers within 1 hour.
• Vehicle replacement within 24 hours.
• Ad-hoc additional officers within 2 hours of written request.
• All officers must be PSIRA registered; only SA citizens or permanent residents.
• Criminal clearances (SAPS) for each officer.
• Medical fitness certificates (annual, OHS).
• ISPS Code training (SASSETA unit standards 242834 and 252174) within 4 months of contract start.
• First aid training for supervisors and nominated first aiders.
• Uniforms, PPE, and equipment as per PSIRA guidelines.
• All registers and occurrence books become TNPA property.
• Compliance with labour laws, Sectoral Determination 6, and tax laws.

Pricing format: Fixed monthly rates for personnel and equipment, quoted in ZAR inclusive of VAT, strictly per Annexure C pricing schedule.

Pricing rules:

• Prices must be within PSIRA Sectoral Determination rates of 01 March 2026.
• Bids below PSIRA illustrative pricing guidelines of 01 March 2026 will be disqualified.
• Prices must remain firm for the contract duration; annual escalation only in line with PSIRA Sectoral Determination increases from 01 March 2027.
• TNPA pays at Area 1 PSIRA pay scale.
• All costs must be included; no additional costs accepted post-award.
• Safety file cost must be included.
• Grade A monthly rate calculated on 20 days.

Insurance requirements:

• Public Liability, Security Liability, and Third Party Liability insurance: minimum R5,000,000 per incident, annual limit R30,000,000. Proof or Letter of Intent required.

Security (contract):

• Successful bidder must provide a Deed of Suretyship (bank/insurance/guarantee corporation) within 30 days of acceptance, if required.

Invoicing:

• Monthly invoice submitted to Port Security Officer by 10th day of following month.
• Credit notes for performance penalties.

Mandatory pre-qualification requirements (evidence required):

• PSIRA: Valid PSIRA Company Registration certificate; valid PSIRA Grade B or A certificate for each member, director, partner, trustee (ownership verified against CIPC/CSD).
• SAPS Criminal Clearance: For directors, partners, trustees – not older than 6 months at closing; or valid Criminal Record Verification Report not older than 6 months.
• COIDA: Valid letter of good standing not older than 12 months.
• PSIRA Letter of Good Standing: Not older than 12 months.
• Insurance: Proof or Letter of Intent for liability cover (see financial requirements).

Other compliance:

• CSD registration and valid tax compliance status (SARS TCS PIN).
• B-BBEE certificate or sworn affidavit (for EMEs/QSEs) – required for preference points.
• Employment Equity Act compliance (Section 53).
• State Security Agency (SSA) vetting for preferred bidders and officers.
• Physical site inspection (shortlisted bidders): 100% compliance required; includes proof of operational office lease/ownership (12+ months), control room 24/7, communications, fleet, OHS, uniforms/equipment samples.
• Foreign suppliers: must have accredited RSA representative with Power of Attorney.
