Format of the submission

• Use the RFQ documentation as issued. It may not be reproduced or rearranged; any additional information must be attached separately.
• The written submission must not exceed 15 pages and must cover company background, similar projects, tax compliance, CSD registration, municipal account, B-BBEE evidence, bank confirmation, detailed priced quotation and the completed RFQ document.
• The offer page and the full pricing table must be completed, priced and signed, with the pricing table total carried over correctly to the offer page.

Returnable documents and forms

Technical scoring (maximum 100 points)

• Annexures A to F completed in full and signed: 0 points (pass/fail requirement).
• Past completed similar projects (supply and delivery of groceries, office consumables or stationery): 50 points.
• Five or more projects: 50 points.
• Three to four projects: 30 points.
• One to two projects: 10 points.
• Signed reference letters matching those projects: 50 points.
• Five or more satisfactory references: 50 points.
• Three to four satisfactory references: 30 points.
• One to two satisfactory references: 10 points.
• References must be on the client's letterhead or on a document stamped by the client, and must confirm the description and value of the services rendered.
• Minimum qualifying score: 70 out of 100. Bids scoring below 70 do not proceed.

Preference points (80/20 system)

• Applicable to responsive bids up to R50 000 000 including all taxes.
• 80 points for price, 20 points for specific goals.
• Specific goals allocation:
• Business owned by 51% or more black people: 5 points.
• Business owned by 51% or more women: 10 points.
• SMME (EME or QSE): 5 points.

How orders work

• The JDA issues a quotation request based on the bill of quantities; delivery is arranged only after the quotation is approved.

Bidders must demonstrate experience in the supply and delivery of groceries, office consumables or stationery.

Scoring:

• Five or more completed similar projects: 50 points.
• Three to four completed similar projects: 30 points.
• One to two completed similar projects: 10 points.
• Five or more satisfactory reference letters: 50 points.
• Three to four satisfactory reference letters: 30 points.
• One to two satisfactory reference letters: 10 points.

Reference letters must be on the client's letterhead or on a document stamped by the client, and must confirm the nature and value of the services rendered. Projects must be recorded on Annexure D.

Minimum qualifying score across projects and references: 70 out of 100.

The pricing table lists 45 grocery and cleaning items with sizes and quantities, covering distilled mineral water, floor polish, biscuits, full cream and low fat milk, bleach, brown and white sugar, ground coffee, coffee creamer, instant coffee, dishwashing liquid, surface polish, air freshener, tea bags, dishwashing sponges, insect killer, ammonia cleaner, mints, fruit juice, rooibos and green tea, paper towel, weed killer, disinfectant, cling film, dishwashing cloths, window cleaner, peanuts, rice crackers, microfibre cloth, drain cleaner, mops, dustpan and brush, brooms, refuse bags, nitrile and rubber gloves, rakes, hand sanitiser and face masks.

Bidders must enter a unit price and total for every item, add 15% VAT, and carry the VAT-inclusive total to the offer page. Prices must be fixed for 12 months and must include transport to the JDA Bus Factory and all disbursements. Failure to price all items correctly, or to transfer the total to the offer page, disqualifies the bid.

Pricing format

• Complete every line of the pricing table with unit prices and totals, then carry the total to the offer page. The offer page figure is the quoted amount.
• The pricing table total and the offer page total must match. Failure to price as required disqualifies the bid.
• Prices must be fixed for the full 12-month period.
• Prices must include all disbursements, transport to the JDA Bus Factory, and 15% VAT.
• The pricing table shows a subtotal, 15% VAT and a VAT-inclusive total.

Financial capacity and exposure

• Bidders must have a local office within the City of Johannesburg; the JDA does not cover accommodation or travel costs.
• Risk tolerance thresholds for a single service provider: the greater of R8 million or four contracts in a financial year, or the greater of R12 million or six contracts over two financial years.

Banking

• An original signed and stamped bank letter confirming the company's banking details must be submitted. Photocopies and electronically signed letters are not accepted.

Bid security

• No bid security, performance bond or retention requirement is stated.

Registration and tax

• Valid registration on the National Treasury Central Supplier Database (CSD) is required; no award will be made without it.
• A valid SARS tax compliance status letter or tax verification PIN is required; tax matters must be in order.
• Company registration documents must be submitted.

B-bbee

• A valid B-BBEE certificate issued by a SANAS-accredited verification agency, or by an IRBA-approved registered auditor, or a certified copy, must be submitted.

Disqualification grounds

• Directors listed on the register of tender defaulters.
• Unsatisfactory performance on a JDA or other organ of state contract in the last five years, or a contract terminated for that reason.

• Failure to attend a compulsory briefing session, where one is held.
