Evaluation in four stages:

Stage 1 – Pre-qualification: administrative documents checked (see submission guidelines). Missing documents do not disqualify at this stage, but must be provided before award.

Stage 2 – Technical/functionality (minimum qualifying score: 75%):

• Experience as SCM Manager (30 points): 5+ years = 30, 3–4 years = 20, <3 years = 0
• Public sector experience (10 points): at least 3 years managerial experience in public sector SCM = 10, otherwise 0
• Qualifications (30 points): B Degree or equivalent (NQF 7) in relevant field = 25, plus 5 for membership in relevant SCM professional body. Certified copies required (not older than 6 months); foreign qualifications need SAQA evaluation
• Reference letters (30 points): 3 valid letters = 20, 2 = 10, 1 = 5, none = 0; plus 10 additional points for at least one reference from a public sector client. Letters must be on client letterhead, signed, not older than 5 years, and include contactable references

Stage 3 – Interview (held at EWSETA offices, Parktown): assessed on understanding of public sector SCM and staff management; must achieve an overall 'Satisfactory' rating

Stage 4 – Price and specific goals (80/20 system):

• Price: 80 points, calculated using the formula Ps = 80(1 - (Pt - Pmin)/Pmin)
• B-BBEE: 20 points per status level (Level 1 = 20, 2 = 18, 3 = 14, 4 = 12, 5 = 8, 6 = 6, 7 = 4, 8 = 2, non-compliant = 0)
• Bidders not submitting B-BBEE proof score 0 for that component but are not disqualified
• Subcontracting more than 25% of contract value to an enterprise that does not qualify for at least the same B-BBEE points will forfeit B-BBEE points, unless the subcontractor is an EME with the capability to execute

The EWSETA requires an outsourced Interim Supply Chain Manager for up to three months, subject to a one-month termination notice. The role supports the CFO and SCM Department and is hands-on, with 3–4 direct reports.

Key responsibilities:

• Manage and maintain a compliant, effective SCM function
• Lead asset management, including registers, audits, stock-take, and disposals
• Coordinate staff and management travel, accommodation, and conferences
• Manage office accommodation and facilities, including construction projects
• Manage the EWSETA fleet
• Develop SCM strategy, policies, and operational plans
• Drive procurement processes (requisitioning, tendering, quoting) per National Treasury regulations
• Implement preferential procurement and B-BBEE
• Manage supplier database and vendor performance
• Prepare quarterly and legislative SCM reports
• Maintain operational risk register and implement risk treatment plans
• Manage SCM budget and report monthly to CFO
• Lead and develop staff in line with labour legislation

Working conditions:

• On-site at EWSETA premises in Parktown, 08:00–16:30, Monday to Friday

• Travel expenses to place of duty are for the bidder's own account

Quality of services is managed through oversight by the CFO. Progress is monitored against deliverables in the contract and SLA.

Only firm prices accepted. Rates must align with DPSA Hourly Fee Rates for Consultants (short term, partial overheads). Total bid price compared VAT inclusive.
