Disqualification risks:

• Failure to meet mandatory workshop capacity requirement (Annexture A).

Bidders must submit the following documents with the quotations: National Treasury Central Supplier Database (CSD) registration report, a valid copy of B-BBEE certificate/Sworn Affidavit (to claim specific goals), SBD 4 Bidders Disclosure Form, and SBD 6.1 Preference points claim form in terms of the Preferential Procurement Regulation 2022.

Evaluation stages:

1. Mandatory requirements (pass/fail): bidder must own, operate, or have confirmed access to a suitably equipped workshop or OEM facility capable of assessing, dismantling, overhauling, repairing, reassembling, and testing generators rated at 85 MVA. Failure results in disqualification.
2. Technical evaluation (functionality) — scored on a scale of 1-5 (Very poor:1, Poor:2, Average:3, Good:4, Excellent:5):

• Company Experience (weight 70%): verifiable evidence of at least one successfully completed project involving assessment, repair, or overhaul of a generator rated at 85 MVA or higher, with reference letters or project completion certificates.
• Service Capability (weight 30%): SOP demonstrating method statement and quality assurance commitment, safety commitment, and current generator failure repair project programme with activities, durations, and milestones.

Minimum threshold: 70% (must be achieved to proceed).

3. Preference points: only bidders meeting the specified requirements are evaluated further on the 80/20 preference points system (2022). Price: 80 points; Specific Goals: 20 points. Total: 100 points.

Scope: Appointment of a service provider to conduct generator overhauls, technical assessments, repair works, and ongoing maintenance support for the high-power plant at the SABS NETFA High-Power Laboratory in Olifantsfontein.

Maintenance services include planned, preventative, corrective, and emergency maintenance to ensure safe, reliable, and efficient operation.

Equipment covered:

• 85 MVA Generator 1 and 2
• Generator Drive Induction Motor 1 and 2
• Exciter Drive Motor
• Flywheel system and associated rotating equipment
• Auxiliary systems and supporting mechanical and electrical components

The test circuit comprises short-circuit generator systems, switching equipment, reactors for current control, load banks, and busbar systems.

Company experience (Annexture B): The bidder must demonstrate relevant experience by submitting verifiable evidence of at least one successfully completed project involving the assessment, repair, or overhaul of a generator rated at 85 MVA or higher. This must be supported by relevant reference letters or project completion certificates. This criterion carries a 70% weight in the technical evaluation.

Quality-control systems: The bidder must submit a company profile describing quality-control systems as part of Annexture A. Service capability (Annexture C) requires a detailed SOP showcasing a method statement and commitment to quality assurance. The SOP must also include a current generator failure repair project programme with activities, durations, and milestones.

Pricing format: quotation should include, but not be limited to:

• Rate per person
• Transportation cost (if applicable)
• Disbursement
• Fixed price

Where foreign currencies are involved, bidders should make provision for forward cover.

Payment terms: No upfront or advance payment will be made. Payment will only be made in accordance with the delivery of service or goods agreed upon.

Validity: Quotation must remain valid for 120 days from the closing date. SABS may extend the validity period by 60 days by written notice without requiring bidder consent; bidders will not be required or permitted to amend their quotations during any extension.

Costs: SABS is not responsible for any costs incurred by the bidder in preparing or submitting the quotation, or any costs incurred prior to contract signature.

CSD registration: Bidders must be registered on the National Treasury Central Supplier Database (CSD) and submit the CSD registration report.
