The unemployment insurance fund requires the supply and delivery of nine branded promotional items — 2 000 pens, 2 000 zinc alloy car chain key rings, 2 000 aluminium water bottles, 2 000 lanyards, 1 000 stress balls, 1 000 wrist bands, 2 000 paper bags, 4 000 folders and 1 000 skipping ropes — with branding artwork supplied by the department for every item. Quotes must be priced on the supplied sbd 3.1 Schedule at firm prices including VAT and submitted through the e-tender portal only by 16 october 2026 at 11:00. Evaluation follows the 80/20 preference point system, and the single most consequential risk is that quoting on any document other than the provided sbd 3.1 Results in immediate disqualification.
Closing and submission: 16 October 2026 at 11:00, submitted via the e-Tender portal only — there is no physical bid box and late bids are not accepted.
Mandatory pricing schedule: quotes must be on the supplied SBD 3.1 (Firm Prices) with the total contract price including VAT fixed for the contract duration; quoting on any other document disqualifies the bid immediately.
Reference letter: at least one reference letter for a similar project, on the bidder's company letterhead, officially stamped and signed by an official, and not older than three months.
Evaluation split: 80/20 system — 80 points for price and 20 for specific goals (black women 8, black youth 6, black disability 1, compliance with the five B-BBEE elements 5); no supporting proof submitted with the bid means those points are forfeited.
Registration and tax: bidders must be registered on the CSD and supply a CSD number, or submit a SARS Tax Compliance Status PIN; each consortium, joint venture or subcontractor party must submit its own TCS certificate, PIN or CSD number.
Disqualifying status: bids are not considered from persons in the service of the state, companies with such directors, or close corporations with such members, and anyone on the Register for Tender Defaulters or the List of Restricted Suppliers is automatically excluded.
Samples: samples of the promotional items will be required from bidders during evaluation.
