Submit bids in person to the tender box at uMngeni-uThukela Water, 310 Burger Street, Pietermaritzburg, 3201 by 25 June 2026 at 12H00. Late, faxed, or emailed submissions are not accepted. Required returnables: Signed original bid + 1 electronic copy on USB. Mandatory documents: SBD4 (Bidder’s Disclosure), Compulsory Briefing Attendance Certificate, Contract Participation Goals Declaration. All corrections must be initialed in black ink. Incomplete submissions may be rejected. Bidders bear all costs of bid preparation and submission. No bid documents will be issued at the briefing; collect them between 22 May 2026 and 08 June 2026 (09h00-15h00).

Evaluation follows a 3-stage process: 1) Mandatory/Administrative Requirements: Must submit SBD4, Compulsory Briefing Attendance Certificate, and Contract Participation Goals Declaration. Failure to comply may result in disqualification. 2) Functionality: Minimum 70/100 points required. Scoring based on references for similar canteen consumables projects (2 refs = 50 pts, 3 refs = 60 pts, 4 refs = 70 pts, +10 pts per additional ref up to 100). 3) Price and Preference: 80 points for price, 20 points for preference goals (10 pts for KZN-based enterprises, 10 pts for 51% Black women-owned companies). Proof of claims (e.g., CIPC documents, sworn affidavits) must be submitted. Bidders must not be listed on the Register for Tender Defaulters or List of Restricted Suppliers.

Supply and delivery of canteen consumables for a 5-year contract period. Scope includes all goods required for canteen operations as detailed in Section 25 (Scope of Work). Contract Participation Goals (CPG) apply: 35% of contract value (excluding VAT, CPA, and contingencies) must be subcontracted to targeted enterprises (25% from uMngeni-uThukela Water’s area of operation, 10% local participation). CPG Partners must be selected from UUW’s SCM Enterprise Development Database or proposed for UUW’s approval. Subcontracting must be at the same rate/price as the main bid, with profit margins consistent with the main provider’s terms. CPG work cannot be further subcontracted. CPG Partners must be paid within 3 working days of the main provider’s payment. Monthly payment certificates must include CPG Partner’s signed agreement on measurements/rates.

Pricing must be in ZAR, including VAT where applicable. Submit price proposal as per SBD 3.1. Payment terms: Monthly payment certificates due by the 25th of each month (or nearest working day), including CPG Partner’s signed agreement on measurements/rates. Payment to Service Provider occurs on the last day of the following month. Public Liability Insurance required: Minimum R10,000,000 cover for the contract duration. Bid validity period: 120 days from closing date. UUW may request validity period extensions in writing; failure to confirm may lead to disqualification. Costs of bid preparation and submission are borne by the bidder.

Mandatory: CSD Registration, Company Registration (CIPC), Tax Compliance Status (TCS) Pin from SARS (unless foreign entity with no RSA presence, branch, permanent establishment, or tax liability). B-BBEE: Submit B-BBEE Status Level Verification Certificate or Sworn Affidavit (for EMEs/QSEs) to qualify for preference points. Foreign suppliers: Complete questionnaire to confirm RSA residency/branch/permanent establishment/tax liability. Contract Participation Goals (CPG): 35% subcontracting to targeted enterprises (25% UUW area of operation, 10% local). CPG Partners must be from UUW’s SCM Enterprise Development Database or approved alternatives. No substitutions without UUW’s written approval. Must not be listed on the Register for Tender Defaulters or List of Restricted Suppliers.
