Procurement of psychometric assessment services for executive manager candidates

Submit the SBD 6.1 Preference Points Claim Form as part of your tender. Include all required proof or documentation for specific goals to claim preference points. Omission of proof will result in zero points for those goals. The organ of state may request substantiation of claims before or after adjudication.

Scoring uses the 80/20 preference point system. Points are allocated as follows: Price (80 points), Specific Goals (20 points). Specific Goals breakdown: SMME status (10 points), >50% Black female ownership (5 points), >50% Black youth ownership (5 points). Price scoring formula: Ps = 80(1 - (Pt - Pmin)/Pmin), where Ps = points scored, Pt = tender price, Pmin = lowest acceptable tender price. Total possible points: 100.

• Submit the completed SBD4 Bidder’s Disclosure form as a mandatory returnable document.
• The form must be signed, dated, and include the bidder’s full name and position.
• Bids will be disqualified if the SBD4 disclosure is false, incomplete, or contains undeclared conflicts of interest.
• Automatic disqualification applies if the bidder, or any of its directors/trustees/shareholders/partners, is listed on the Register for Tender Defaulters or the List of Restricted Suppliers.

• Open to natural or juristic persons (individuals or organizations).
• Bidders listed in the Register for Tender Defaulters or the List of Restricted Suppliers are automatically disqualified.
• Bidders, their directors, trustees, shareholders, or controlling persons must not be state employees or have undisclosed relationships with procuring institution employees.
• Must comply with South African constitutional principles of transparency, accountability, impartiality, and ethics.
• Collusive bidding (e.g., price-fixing, market allocation, or bid suppression) is prohibited and may result in reporting to the Competition Commission or National Prosecuting Authority.

• Provide psychometric assessments for two candidates for the position of Executive Manager: Corporate Services (EMCS).

• Complete and submit the SBD4 Bidder’s Disclosure form.
• Declare if the bidder, or any of its directors/trustees/shareholders/partners, is employed by the state (include names, ID numbers, and employee numbers if applicable).
• Declare any relationship with employees of the procuring institution.
• Declare any interest in other related enterprises bidding for this contract.
• Bidders listed on the Register for Tender Defaulters or the List of Restricted Suppliers are disqualified.
• Certify that the bid was prepared independently without collusion with competitors.

• Submit the General Conditions of Contract document with your bid, signed by an authorised representative. \n• Include a cover letter declaring no access to Agrément South Africa proprietary information that could unfairly advantage your bid. \n• All bid preparation, submission, and presentation costs are for the bidder’s account. \n• Strict confidentiality applies: unauthorised disclosure of bid information may lead to disqualification and civil action. \n• This document takes precedence over any briefing session information unless explicitly amended in writing by ASA.

• Legal Compliance: Must be tax compliant (current and ongoing for contract duration). Non-compliance or fraudulent tax certificates will result in award withdrawal or contract cancellation. \n• Blacklisting Checks: Bidders must not appear on National Treasury’s Register of Tender Defaulters or List of Restricted Suppliers. \n• Ethical Conduct: No past convictions for fraud/forgery (regardless of prison term). Must act honestly, fairly, with due skill, care, and diligence. \n• Operational Capacity: Must demonstrate effective resources, procedures, and technological systems for delivering psychometric assessments. \n• Transparency: Must disclose conflicts of interest and avoid fraudulent/misleading advertising. \n• Financial Responsibility: Must bear all bid-related costs without reimbursement and indemnify ASA for breaches, misrepresentations, or damages.

• A Service Level Agreement (SLA) will be negotiated and concluded post-award, based on draft indicators provided in the tender pack. \n• The SLA must explicitly include: resources allocated to ASA, inclusions/exclusions, and standard turnaround times. \n• ASA reserves the right to reject SLA amendments that are unacceptable or pose risks. \n• In case of conflict between the bidder’s proposal and the final SLA, the SLA terms will prevail.

• Bidders cover all costs for bid preparation, submission, and presentation. \n• No compensation will be provided for costs, expenses, or losses incurred during the bid process. \n• ASA may terminate or suspend services if funds become unavailable, with payment only for services delivered up to the termination/suspension date.

• Tax Compliance: Mandatory current and ongoing tax compliance. Verification against the Central Supplier Database (CSD) is required; non-compliance leads to disqualification. \n• Tender Defaulters/Restricted Suppliers: Bidders must not be listed on National Treasury’s Register of Tender Defaulters or List of Restricted Suppliers. \n• Ethical and Legal Standards: Must comply with all applicable statutory or common law requirements. Must declare adherence to ethical conduct, including honesty, fairness, due skill, care, and diligence. \n• Conflict of Interest: Must disclose actual or potential conflicts of interest and avoid any conduct that could unfairly advantage the bidder. \n• Fraud Prevention: Must avoid collusive tendering, anti-competitive conduct, bribery, or any inducements to ASA officials or representatives.
