Bids must be independent; any attempt to canvass PRASA employees during the process will disqualify your bid. Changes to submissions after the closing date will not be considered. Evaluation is conducted in two stages: Stage 1 (Compliance) and Stage 2 (Price and Specific Goals). Stage 1A Mandatory Requirements: Automatic disqualification if not met. Includes: signed submission register, accreditation for Unit Standards 229998 and 229995. Stage 1B Other Mandatory Requirements: PRASA may request missing documents within 5 working days. Includes: completed RFQ, valid Tax Clearance Certificate or SARS PIN, CSD registration number, and signed Joint Venture/Consortium Agreement (if applicable). Stage 2: Price (80 points) and Specific Goals (20 points). Price scoring uses the 80/20 preference point system: Ps = 80(1 - (Pt - Pmin)/Pmin), where Ps = points for price, Pt = tender price, Pmin = lowest acceptable tender price. Specific Goals: B-BBEE Level 2 (10 points with certificate/affidavit), EME/QSE 51% Black Owned (6 points with audited financials/B-BBEE certificate), 51% Black Owned (4 points with CIPC/B-BBEE documents). Incomplete bids or failure to meet mandatory requirements will be disqualified.

Provide Working at Heights training accredited to Unit Standards 229998 (Basic Fall Arrest) and 229995 (Basic Fall Arrest and Rescue). Training must be conducted at Durban Station (Metrorail premises) and include practical on-site exercises. Basic Fall Arrest (1:15 ratio): 1-day course covering use and limitations of fall arrest equipment, inspecting/assembling/storing equipment, selecting anchor points, using double lanyard systems, vertical/horizontal lifelines, risk assessments, PPE, trauma of falling/suspension, and climbing onto the roof of a coach. Basic Fall Arrest and Rescue (1:15 ratio): 3-day course for 8 employees, covering all Basic Fall Arrest content plus rope knots, installing fall arrest systems, interpreting/implementing fall protection plans, and performing rescues to bring casualties to safety.

Complete the attached pricing schedule for Working at Heights training (per person). Prices must be in ZAR, inclusive of VAT. Provide a cost breakdown, price escalation basis/formula, and firm offer. Strictly follow the provided format—deviation may result in non-responsiveness. Discounts are only considered in the final evaluation if unconditional.

PRASA may negotiate market-related prices with the top three bidders if the highest score is not market-related. Payment terms: within 30 days of receipt of a correct tax invoice.

Tax Compliance: Submit a valid Tax Clearance Certificate or SARS PIN. If no PIN is available but you are registered on the Central Supplier Database (CSD), provide your CSD number. Each party in a consortium/JV must submit separate TCS certificates/PINs/CSD numbers. CSD Registration: Mandatory for all bidders (except foreign suppliers with no local entity). Register at https://secure.csd.gov.za/. B-BBEE: Minimum Level 2 required for 10 points. EME/QSE 51% Black Owned qualifies for 6 points (with audited financials/B-BBEE certificate). 51% Black Owned qualifies for 4 points (with CIPC/B-BBEE documents). Disqualification: Bidders employed by the state, or with directors/members employed by the state, are disqualified. Foreign suppliers must complete the questionnaire if not registered for a TCS PIN. Bidders must not be listed in the Register for Tender Defaulters or List of Restricted Suppliers.

Training must cover health and safety requirements for working at heights, including: use of PPE, risk assessments, trauma of falling and suspension, and practical exercises on Metrorail premises (e.g., climbing onto coach roofs). Rescue training must include performing basic fall arrest rescues to bring casualties to safety.

Supplier warrants that services meet PRASA requirements and are fit for purpose, remaining defect-free for 1 year from acceptance (unless otherwise stated). Supplier indemnifies PRASA against claims arising from negligence, intellectual/legal rights infringement, or breach of statutory duty. Subcontracting requires PRASA’s prior written approval; the successful bidder remains liable for performance. Governing law: Republic of South Africa. Special Conditions: Award is subject to PRASA securing funding. PRASA may cancel the RFQ if funding is not secured and will not be liable for claims, losses, or damages. Bidders waive the right to institute proceedings in such cases. PRASA will inform bidders of funding progress.
