Supply and delivery of protective clothing and PPE for isimangaliso wetland park authority

Submit proposals by placing documents in the tender box at The iSimangaliso Wetland Park Authority, The Dredger Harbour, McKenzie Street, St Lucia Estuary, Dukuduku, 3936. Bids must be received before the closing date and time. Bidders must initial each page of the tender document on the bottom right-hand corner. Late bids will not be accepted.

The evaluation follows a three-stage process: Stage 0 (Pre-qualification/Compliance), Stage 1 (Technical Functionality - 100 points), and Stage 2 (Price and Specific Goals - 80/20 system). A minimum threshold of 70 points in Stage 1 is required to proceed to Stage 2. Technical scoring includes: 40 points for CVs of relevant personnel, 20 points for Company Profile, and 40 points for previous experience (Appointment letters/Purchase orders with proof of delivery).

The scope involves the supply and delivery of protective clothing (PPE) for iSimangaliso Wetland Park NRM/EPWP projects, Landcare Managers, and Environmental Monitors. Requirements include: 1) EPWP PPE (T-shirts, Conti suits, safety boots, gloves, masks, aprons, etc.); 2) Landcare Manager uniforms (cargo trousers/shorts, shirts, golf shirts, bush jackets/vests, boots, etc.); 3) Environmental Monitor PPE (combat shirts/trousers, field ranger gear, and general assistant uniforms). Quantities are subject to adjustment based on annual budget availability.

Pricing must be provided for the 2026/2027, 2027/2028, and 2028/2029 financial years. Bidders must provide two offers per item where prices differ by size. Prices must include all costs for delivery to the point of use. Annual price adjustments will be based on CPI. Consultancy rates must not exceed National Treasury or DPSA guidelines.

Mandatory requirements include: CSD registration (full report required), valid Tax Compliance Pin, signed and initialled SBD forms, signed Service Level Agreement, and CIPC registration certificate. Bidders must be South African-based. Disqualification risks include: unappealable judgments against the Authority, being in arrears with the Authority, conflict of interest, or past contravention of Park rules/contracts.
